Concerns were raised about the scope of the survey, with questions about why it was limited to airport property and the adequacy of studies conducted by the Florida Department of Transportation (FDOT). Sharon Trescott, whose property adjoins the airport, and Michael Rogers, among others, voiced concerns about off-airport obstructions and the potential for future spending due to inadequate current study plans. An email from Karen Aug was read into the record, questioning whether the work authorization would meet FAA instrument flight procedure requirements and pointing out discrepancies in runway approach surface measurements.
These concerns were addressed in a discussion about the necessary steps to ensure the safety of each runway at the Ormond Municipal Airport. Jack Thompson from Avcon Incorporated provided explanations about the aeronautical survey and its limitations. The focus was on obtaining Federal Aviation Administration (FAA) funding for obstruction survey and removal, following the September 2022 guidance titled “Approach and Departure Services Protection.” Questions from commissioners touched on compliance with FAA and FDOT regulations, aerial survey methods, and the use of outdated data in the DOT inspection report. The discussion also encompassed perimeter fencing and special permits for the airport. The commission resolved to take necessary actions to comply with FAA Grant assurances and to collect GIS data for both airport runways.
Environmental issues also featured prominently in the meeting. The “regrow the loop” initiative was proposed by audience member Allan Burton to be integrated with the city’s Capital Improvements Project over a five-year period, focusing on the benefits of native plant integration. Burton also suggested adding native plants to Cassen Park and the redesign of Ormond Beach City Hall. The commission considered the initiative’s potential to enhance the city’s natural beauty and health.
The installation of electric vehicle charging stations at the City Hall Parking Lot was another significant topic. Concerns about the location and potential underutilization of the charging stations were raised by a commissioner. There was also a discussion on the feasibility of installing solar panels in the parking lot to capture energy, with FPL representatives addressing the possibility of a separate solar program.
In addition to these primary concerns, the commission unanimously approved the preliminary plat for Fountain View Phase 1C within the Plantation Oaks planned residential development. The first reading of ordinance number 2024-01 was conducted, which called for preliminary and regular municipal elections in 2024. City Manager Joyce Shanahan reminded attendees about the rescheduled Tomoka Oaks meeting.
Commissioners also discussed various community issues. Drug overdoses in the 32174 zip code were highlighted, along with the need for mental wellness and pedestrian safety education. The importance of selecting the right leader for the Performing Arts Center, communication with the school superintendent, enforcement of a pilot program allowing dogs on the beach, and support for first responders and their families were other points of discussion. Furthermore, concerns about the overnight docking at Cassen Park were raised, and the success of Echo grants was praised. There was also a brief mention of the high cost of putting power lines underground to improve the city’s appearance.
