In another significant matter, the commission considered a resolution related to the Ormond Beach Municipal Airport, which involved a public transportation grant agreement as well as funding for infrastructure upgrades. While the airport’s infrastructure improvements were necessary, there was hesitancy among the commission members about increasing the airport’s debt without a solid repayment plan. Concerns were also raised about the road leading to the airport, which was already in need of repair, and the potential impact of increased traffic. A proposal was suggested to table the decision to gather more information to address concerns regarding the project’s funding and its impact on the airport’s financial situation.
The commission also discussed the Ormond Crossings deal and the rehabilitation of a road. There was uncertainty among members about whether there was money programmed from Ormond Crossings to assist with the road rehabilitation. The conversation led to the tabling of related items for the next meeting, highlighting the commission’s cautious approach to financial commitments and infrastructure projects.
Additionally, the commission addressed public art in downtown Ormond Beach, focusing on the sponsorship of two new artworks. The city manager was prepared to authorize the sponsorship of “A Day Off” and “The Bench,” each for $8,000 unless concerns were raised. The commission also tackled a litigation matter involving a fuel farm construction permit on Hull Road, with a unanimous decision to affirm the city’s opposition to the proposed fuel farm and to support ongoing litigation efforts to ensure the health, safety, and welfare of residents.
Other items on the commission’s agenda included the approval of the final plat for the “Ridgehaven” subdivision, recognized for its smart development, and the unanimous approval of an ordinance amending rear yard setbacks in certain residential zoning districts. The commission also approved the preliminary plat for the “Tattersall Subdivision, Phase 1,” a 129-lot subdivision on 84 acres of land, following discussions on the site’s natural characteristics, density, and required off-site improvements.
The meeting touched on the success of the dog-friendly section of the beach, with high compliance rates reported by a resident. An update was provided on the 8th Annual JG Martin military veteran first responder family appreciation day, and the commission discussed fundraising efforts for officer Bakaysa’s family and the success of the Special Olympics torch run.
A resolution was passed to authorize the execution and issuance of a development order for a special exception for the “WAWA STORE #5437,” which pertained to signage, including electronic changeable copy signs. This resolution was approved after a presentation by the Planning Director and a discussion about the implications of larger signage.
The commission also engaged in discussions regarding pedestrian and vehicle safety within public roads and rights-of-way, leading to the approval of an ordinance that addressed unsafe pedestrian use of right-of-ways. Furthermore, a resolution was approved concerning the North U.S. Highway 1 Interlocal Service Boundary Agreement, extending it for 10 years without expansion.
The commission also honored the courageous men and women of law enforcement during National Police Week and recognized winners of the Mayor’s Health and Fitness Challenge.
General updates were provided by the City Manager, including strategic plan initiatives, budget workshops, and a mention of the award for construction for the fire damage repair. The City Clerk was acknowledged for being placed on the 2024 Municipal Clerk Honor Roll, and the commission extended best wishes for the Police Unity Tour.
