Ormond Beach City Commission Tackles Airport Fees and Downtown Tattoo Business Proposal
- Meeting Overview:
The Ormond Beach City Commission meeting featured discussions on implementing landing fees at the city airport and the proposal to permit a tattoo business in the downtown area. Other topics included the Walmart expansion on West Granada Boulevard and community concerns over Senate Bill 180.
A significant portion of the meeting focused on the Ormond Beach Airport, which was described as a financial burden due to the high volume of non-resident traffic. A speaker highlighted that 95% of the airport’s traffic comes from non-residents, mainly from flight training schools like Embry-Riddle. This led to calls for the introduction of landing fees to alleviate the financial strain on residents. The city is currently awaiting guidance from the FAA and the state legislature on implementing such fees, as legislative changes have exempted certain educational institutions from these charges. Commissioner Sargent expressed interest in the progress of these discussions, and the city’s director of economic development, Brian Rademacher, noted the complexities involved due to the predominance of flight training schools in airport traffic.
The proposal to allow a cosmetic tattooing business in the downtown area sparked debate among commissioners. One commissioner strongly opposed the idea, arguing that such a business would be more appropriate in a B5 zoning area rather than the Main Street corridor, which is known for its historic and boutique atmosphere. In contrast, another commissioner likened the private nature of the tattoo studio to a doctor’s office, emphasizing the guidelines that would govern its operation, such as restrictions on signage and window displays. The planning board had previously approved the proposal with a 5 to 1 vote, but there was concern about setting a precedent for similar businesses in the area. Ultimately, the proposal moved forward to a vote, with a split among commissioners regarding its appropriateness.
The Walmart expansion on West Granada Boulevard also received attention, particularly concerning the addition of an online grocery pickup service area. There were initial concerns about overgrowth in the green belt buffer and the building’s architecture, but Walmart addressed these by removing invasive plants and enhancing the building’s appearance. Commissioner Briley suggested prohibiting RV and trailer camping in the parking lot to maintain order and security, and this was met with consensus. The planning director confirmed that Walmart had satisfactorily addressed the planning board’s concerns, leading to a recommendation for approval.
Senate Bill 180 was another focal point, with commissioners expressing unease about its implications for local governance and flood protections. An attorney from the Florida League of Cities presented the League’s opposition to the bill, and commissioners discussed collaborating with local legislators to amend it. Concerns were raised about the bill’s potential to undermine local residents’ ability to manage development and flooding issues, with a call for a more nuanced approach that protects local interests. The commission considered joining forces with Volusia County to draft a letter to legislators requesting changes to the bill.
In addition to these main discussions, the commission addressed community events and programs. Debbie Forester from Ormond Strong announced a 9/11 commemoration event, and the Hometown Heroes Banner Program was highlighted as a community-focused initiative. The commission also discussed the repeal of an ordinance concerning single-use plastics, emphasizing the need for public awareness of eco-friendly alternatives.
