In addition to the lot split, the commission reviewed a staff report detailing the implications of Shoreland District regulations, which influence lot size and setbacks to protect environmental aesthetics. Questions arose about the suitability of placing new businesses on smaller lots within these constraints, but it was noted that any commercial use would require a conditional use permit process.
Another topic was the plight of Mary Nash, a resident embroiled in a dispute over an accessory building on her property. Nash recounted her frustrations with city enforcement actions that led to the removal of structures on her property. She expressed dissatisfaction with the denial of her building permit application, which she intended for a shed to store lawn equipment. Nash’s plea for understanding and assistance prompted the commission to propose a referral of her case to the city council for further investigation. A commission member promised to seek clarity on the permit denial and ensure the council addressed her concerns in the upcoming January meeting.
The commission also explored the impending cannabis ordinances, which aim to regulate future cannabis businesses in line with Minnesota state law. The urgency of finalizing these regulations was highlighted due to impending legal changes in 2025. The commission noted ongoing collaboration with city attorneys to ensure compliance, although it was clarified that the Planning and Zoning Commission would not hold a public hearing on this matter. Instead, the city council would conduct a public hearing to engage the community.

The commission recognized the need to manage staffing shortages and emphasized the importance of posting open positions online.
