In a recent meeting, the Oronoco Planning and Zoning Commission deliberated on a proposed lot split on West Center Street, focusing on safety, infrastructure concerns, and the necessity for utility easements. The commission grappled with the implications of splitting this property, particularly given its narrow frontage and the length of the adjoining cul-de-sac, which raised significant safety concerns under city code.
Central to the discussion was the proposal to divide a large property into two lots, which would create frontage issues due to the stub end of First Street being only 33 feet wide. This would leave each lot with just 16.12 feet of frontage, far below the city’s minimum requirement of 50 feet. The commission, alongside city engineers, expressed concerns that the narrow frontage and the extended length of the cul-de-sac could hinder emergency access.
City engineer Phil explained the problems associated with the existing dead-end water main at the site, noting the risks of stagnant water and reduced fire flow rates. He suggested that looping the water main could improve system performance but acknowledged the significant costs involved. Commissioner Richards questioned the necessity, pointing out that other dead ends in the city function without issues. However, Phil emphasized that the engineering study had accounted for potential future development, which could expand to seven lots, although the current request was for only two.
The commission debated whether to approve the lot split as requested or mandate the street extension and water main looping, both of which posed financial challenges. Creative solutions, such as sharing a driveway or dedicating the cul-de-sac as a public street extension, were discussed to improve access without burdening the landowner with the cul-de-sac design, which had been determined by the city.
Attention then turned to utility easements necessary for the lot split process. A consensus formed around establishing a 10-foot easement along the eastern edge of the property to facilitate future utility needs. There was considerable debate about whether the easement should extend across the diagonal line of the property or run along the lot split line. Ultimately, a motion passed to approve the lot split with the easement, pending further recommendations to the city council.
The commission also addressed the need for a survey to include the easement, recognizing its importance for future infrastructure planning. Although the survey might not be ready before the council meeting, it was suggested as a condition for approval.
In other business, the commission discussed updating the contract for planning services, which had remained unchanged since 2006. Members agreed on issuing a Request for Proposal (RFP) and planned to continue discussions in the next meeting to expedite the process.
An update on a recent sewage spill highlighted the need for enhanced communication and coordination. The spill, originating from Oroko Estates, affected the city’s sewer system due to interconnected lines, releasing approximately 10,000 gallons of sewage. The commission commended the swift response and communication efforts of city staff and planned to provide an update at the next meeting.
