The preliminary property tax levy, adopted in September, was set to be reduced from approximately $9.7 million to around $9.39 million, representing a 4.5% increase compared to the initial 8.29% proposal. A council member commended the city administrator for identifying a $100,000 reduction in the pavement management fund, praising the collaborative efforts of various departments. However, the same member criticized the overall budget for exceeding the estimated growth rate of just over 3%, warning of unsustainable spending trends. Despite concerns, motions to adopt the budget, set the final property tax levy, and approve the capital improvement plan passed by a 4 to 1 vote.
The council then turned its attention to the regulation of cannabis businesses following new state legislation legalizing cannabis use and sale. The city planner outlined proposed zoning regulations, allowing cannabis operations only in specific districts and imposing operational standards to mitigate community concerns. Retail and medical cannabis uses would be permitted in B1 and B3 districts, while product-related businesses could operate in two industrial districts, excluding I3 due to utility constraints. Proposed standards included restrictions on product visibility, signage, and odor control, with businesses required to have ventilation systems and indoor-only operations.
The council faced differing opinions on the cannabis ordinance. One commissioner advocated for more restrictive regulations, while another called for greater liberty, criticizing the ordinance for potentially driving businesses out due to excessive limitations. The ordinance ultimately passed with a 4 to 1 margin.
