Otsego City Council Faces Traffic Concerns Over Costco Development Plans

The Costco development plans include 873 parking stalls and a fuel station with 32 pump stations, with the possibility of expansion. The council discussed operational hours for the fuel station, noting that flexibility might be necessary under certain circumstances. Delivery schedules were also a topic, with trucks expected to arrive before the store opens at 10:00 AM. The applicant expressed satisfaction with the project’s progress and collaboration with city staff, particularly concerning traffic design and roundabouts.
Financial concerns were central to the Costco discussions. A council member calculated that property taxes from the development would not cover the additional road maintenance costs. They urged revisions to the plan to prevent overwhelming existing infrastructure and creating a fiscal burden. Despite these concerns, the motion to approve the final plat passed, although it was not unanimous.
Aside from the Costco development, the council approved bids for Carrick Landing Park improvements, awarding the contract to Veta Contracting LLC for $48,750, below the estimated $775,000. The low bid was attributed to prevailing wages necessary for securing state funding. The project aims to enhance recreational facilities, with the council expressing satisfaction with the financial outcome.
The meeting also addressed the recent removal of City Council meeting recordings from YouTube, which sparked debate among council members. While the deletions adhered to Minnesota’s records retention policy, one member argued that other cities maintain their recordings longer, raising questions about transparency and public access. The city attorney confirmed that the YouTube page is considered an extension of city records, necessitating adherence to the retention schedule. However, the council debated whether the retention schedule should change or if the YouTube page could be classified separately from official records.
In new business, a proposal was made to schedule Economic Development Authority meetings at the first special meeting each year, a return to pre-pandemic practices. The council also discussed the placement of flags in the council chamber, agreeing that it should not be considered disrespectful if placed behind council members. Additionally, an initiative to update the city website with information about new businesses was proposed.
