- Meeting Overview:
The Boston Licensing Board recently tackled a series of incidents involving local establishments, ranging from assault and battery cases to overcrowding during a Red Sox home opener. One notable issues discussed was the overcrowding at Switch Entertainment Inc., doing business as Loretta’s Last Call, where the number of patrons exceeded the establishment’s licensed capacity during an event. Additionally, the board reviewed incidents at various venues, including Royale nightclub, where an alleged assault and battery raised concerns about staff training and management.
At Loretta’s Last Call, detectives reported 171 patrons inside the premise, surpassing the licensed capacity of 134 on April 9, 2024, during the Red Sox home opener. The manager on duty, Joan Sena, was terminated for her inability to manage the crowd effectively. The establishment’s representatives admitted the management failure, noting that Sena had been offered help from other venues but did not utilize the assistance appropriately.
Another discussion centered on the Royale nightclub, where an alleged assault and battery on October 21, 2023, led to a broader conversation about nightclub security and staff training. The licensee’s representatives, George Cus and Matthew McConnell, contested the details of the police report and criticized the nightclub’s handling of the situation. The debate touched upon the role of a female security guard involved in the incident and the lack of immediate notification to the licensee. The board inquired about the club’s closing time responses, staff management, and the implementation of control measures. Emphasizing the necessity of clear communication and adequate training, the licensee assured that staff conduct guidelines had been previously provided to the board.
The meeting also addressed a violent incident on Canal Street, where a patron was attacked by unidentified assailants. The board showed interest in the establishment’s surveillance footage to gain a clearer understanding of the event. A related altercation outside the Harp on Causeway Street resulted in multiple injuries. The board scrutinized the establishment’s management for their handling of video evidence and their responsibility in ensuring safety, especially on eventful nights. Furthermore, the board called for a deeper investigation into the availability of external security footage that could provide insights into the incident.
An incident in Dorchester on January 28th, 2024, on Talbot Avenue involved an intoxicated individual requiring EMS and parking gridlock issues. Lieutenant Tommy Brooks reported concerning behavior with about 70 people outside the lounge, some consuming alcohol, and a lack of external staff or security management. Ronald Cook, the manager, addressed the board, explaining the situation with the sick individual and the security measures in place. Cook also elaborated on the parking arrangements, stating that the establishment had a 100-car parking lot and staff responsible for crowd management. The board probed into the club’s cooperation with police and its capacity to control traffic.
In a separate incident, Big House LLC faced an assault and battery allegation, but the board could not engage with the business due to its closure pending a transfer. Additionally, Nicks venue was under scrutiny for an incident involving an intoxicated patron and an alleged assault and battery during a 21st birthday celebration. The board learned of the establishment’s response, including the summoning of emergency services and the preservation of video evidence and internal reports.
The board also delved into the details of an incident involving an intoxicated underage person at another establishment. The security manager at the scene, Isaiah Moore, recounted finding the individual and the subsequent actions taken by the staff. However, the attorney for the establishment noted that the intoxicated person did not consume alcohol on their premises, and the incident occurred during an 18-plus event unknowingly held without upper management’s approval. The board scrutinized the process of ID checks and the availability of video footage, which, in this case, was not saved from the night of the incident.
The establishment’s representatives contended that they found no evidence of the reported injury on surveillance footage. Given the lack of video evidence, the board also took this matter under advisement.
