Oversized Accessory Structure Sparks Debate at Oakdale Planning Commission Meeting
- Meeting Overview:
The Oakdale Planning Commission held a meeting on September 4, 2025, to deliberate on several issues, with the most significant being a public hearing for a conditional use permit related to an oversized accessory structure on Granada Lane North. This proposal raised neighborhood concerns about noise, size, and visual impact. The meeting also touched upon an amendment for an expansion of the Energy Conservatory and updates on ongoing community projects.
The central focus of the meeting was the application from Andrea Carpenter for a conditional use permit to construct a garage or workshop at the rear of her property on Granada Lane North. The proposed structure, intended primarily for storage and hobby projects, would increase in size from the current 25 square feet to 900 square feet. This request for an oversized accessory structure prompted a examination of potential neighborhood impacts, including noise, debris management, and the visual effect on nearby properties.
During the public hearing, Carpenter addressed the commission to clarify the intended use of the workshop, assuring that it would not include significant machinery and would focus on smaller-scale projects like woodworking and car repairs. She emphasized that soundproofing measures would be implemented to mitigate noise from hobby activities, and plumbing would be limited to a sink for washing hands. Carpenter also reassured the commission and concerned neighbors that the garage would not be used for commercial purposes.
The discussion about the structure’s height, confirmed to be 13 feet to the peak of the roof, also factored into the deliberations. The staff advised that the typical height limit for accessory structures in the R2 district is around 20 feet, and the building permit process would ensure compliance with zoning regulations and the international building code. This process would include checks on impervious surface limits and material requirements.
Concerns were raised by neighbors, including Emily Millis and Eric Millis from Green Avenue North, who voiced apprehensions about noise levels, debris management, and the structure’s visual impact. Emily Millis questioned the frequency of workshop use and noise mitigation measures, particularly during sawing activities. In response, Carpenter assured that the workshop would include soundproofing and would not generate significant noise or debris. Eric Millis expressed concerns about the structure’s size and potential effects on the neighborhood’s ambiance and shared outdoor spaces, such as fire pits.
The commission discussed the implications of granting the conditional use permit, noting that it would run with the land, allowing future occupants to potentially replace the current structure with a larger one. This prompted a dialogue about the importance of detailed documentation during the building permit application. Despite one dissenting vote, a motion to recommend approval of the conditional use permit was passed, with the understanding that the applicant would adhere to setback and height requirements and ensure the garage does not exceed 900 square feet.
In addition to the primary agenda item, the commission addressed a site plan amendment request from the Energy Conservatory for an addition to their facility on Hayward Avenue North. The proposed 3,525 square-foot addition, designed to serve as a training center for energy audits and building testing technologies, necessitated the amendment due to its footprint change exceeding 10% of the existing 25,000 square-foot building. The commission confirmed that the design met city requirements and utilized class one materials like glass and brick veneer. The addition would slightly reduce the parking lot space from 97 to 93 spaces, though this still complied with city regulations.
Bill Greyber, representing the Energy Conservatory, explained that the new addition was strategically positioned to connect with an existing training center within the building. The commission approved the site plan amendment without opposition, recognizing the project’s minimal impact on parking and tree disturbance.
The meeting also included brief updates on ongoing projects, such as the Eard Hard Farm Centra Homes project and 9th Street Landing, both of which were encouraged to maintain community engagement. The commission noted that while community meetings had been conducted, updated plans for Centra Homes were still pending. Additionally, the opening of Mana Brewing in the Norheart building was anticipated in the coming weeks. Upcoming community events, including a family fun inflatables event at Walton Park and a citywide cleanup, were highlighted to encourage public participation and engagement.
