Owatonna City Honors Retiring City Administrator Amid Key Resolutions and Budget Approvals
- Meeting Overview:
The Owatonna City Council convened on August 6, 2025, to address a series of critical resolutions and budget matters, highlighted by the retirement of City Administrator Chris M. Bussey. The meeting featured unanimous approvals for storm damage emergency declarations, infrastructure projects, and financial adjustments, with an emotional farewell to Bussey following her 17-year tenure.
The most notable moment of the meeting was the recognition of Chris M. Bussey, who announced her retirement effective August 7, 2025, after serving as Owatonna’s City Administrator since February 2007. In honor of her service, Mayor Matt Jessop proclaimed August 7 as “Chris M. Bussey Day.” During the meeting, Bussey expressed her gratitude, noting the emotional impact of her departure: “You guys are gonna make me start crying again.” Council members and the community acknowledged her contributions, emphasizing the positive changes she initiated within city operations and her role in fostering a collaborative environment.
The council swiftly moved through several resolutions, notably ratifying a state of emergency declaration due to storm damage from July 28. This action, initially signed by the Mayor on July 29, was unanimously approved.
In matters of city planning and development, the council addressed a proposal for a mini storage facility on Austin Road Southeast. This project required a conditional use permit and included plans for shared access and parking, as well as stormwater management. The proposal passed unanimously.
Another resolution involved the adoption of the Steel County hazardous mitigation plan. This plan, introduced by the Fire Chief, aims to reduce disaster risks and maintain eligibility for federal disaster assistance.
Additionally, the council dealt with administrative transitions due to Bussey’s retirement. Resolutions amending authorized signatures for city documents and appointing Jenna Tuma as the new city administrator were passed unanimously. This seamless administrative transition ensures continued efficiency in city operations.
The council also set public hearing dates for future projects, including street reconstruction and a financing incentive program for single-family housing development. These hearings, scheduled for September 2 and August 19 respectively, are part of the city’s efforts to enhance infrastructure and support housing initiatives.
Financial matters were a focal point, with Vice President Doug Voss presenting the finance report. Significant expenditures, including payments for asphalt, chemicals, police fleet setup, and wastewater treatment upgrades, totaled approximately $1,863,329.50. The council approved the finance report without opposition.
Change orders for various infrastructure projects were also discussed. These included the 2025 Street Utility project and the 2025 CIP overlay, both of which required budget adjustments due to additional work and cost increases. The council approved these changes, acknowledging the need for flexibility in project management.
The implementation of multifactor authentication and an endpoint detection response system reflects the city’s dedication to protecting its data and infrastructure.
Public comments included expressions of gratitude from the Little Theatre of Owatonna for the council’s support of the arts. Community members also raised concerns about public safety measures related to the archery hunt at Mineral Springs Park, urging the council to reconsider hunting regulations.
