The board’s primary focus was on advocating for legislative changes to address the steep decline in Equalization funding. Over the past decade, the state’s contribution to this critical funding formula has plummeted from about 65% to a mere 25%. This significant decrease has placed a considerable financial strain on the district, necessitating immediate legislative intervention to rectify the funding disparity. The board emphasized the need for equitable funding per pupil unit.
In addition to Equalization funding, the board discussed concerns regarding the local optional revenue, which remains capped at $724 per pupil unit, a figure that has not been adjusted since 2013. With inflation and changing financial conditions, this cap has become increasingly problematic, prompting board members to prioritize this issue in their discussions. To bolster their advocacy efforts, the board has enlisted the expertise of two lobbyists, Sam Walth and Nick Zerwas, to represent a new group, “Schools Advocating for Fair Funding.”
The meeting also touched upon preparations for an upcoming data retreat scheduled for November 7th, where board members will review data presentations at the district office’s professional development center. Additionally, the board looked forward to engaging with students during a school board event marking the end of the first quarter, with a teacher workday planned for the following Monday.
As the board navigated these financial challenges, they also highlighted the importance of addressing student mental health issues, particularly in light of the COVID-19 pandemic. The discussion included a focus on a book titled “Anxious Generation,” which examines the impact of technology on adolescent mental health. The board expressed interest in facilitating a community book study to further explore this topic, recognizing its relevance in ongoing conversations about student well-being.
The meeting continued with a review of policy revisions, including minor administrative corrections and updates to align with current practices. The board also addressed the sale of the Bridge Street property, which had been vacated following the relocation of the district office. A request for proposal (RFP) was issued, inviting real estate firms to submit bids for the sale.
A notable agenda item was the approval of an extended trip request for the high school concert choir. The choir’s mini tour, scheduled for January 25th to 27th in the Twin Cities, will include performances such as singing the National Anthem at the University of Minnesota. Board approval was necessary due to school attendance policies regarding missed class time.
Finally, the board reviewed several gifts to the district, including donations to a new student group focused on mental health awareness and contributions made in memory of a longtime community supporter. The motion to accept these gifts was carried without opposition.
