- Meeting Overview:
The Owatonna School Board meeting on August 26 featured the introduction of a new teacher apprenticeship program, significant policy revisions, the approval of an extended trip for FFA officers, and preparation for the upcoming Truth and Taxation hearing.
The most prominent topic discussed was the newly launched teacher apprenticeship program, a collaborative effort with Minneapolis Public Schools, North Branch Public Schools, and Minnesota State University, Mankato. This initiative provides a pathway for current staff members with an associate’s degree or qualifying credits to gain classroom experience and mentorship from licensed teachers, eventually leading to a teaching license by 2026. Announced during the “mission moment” of the meeting, the program is notable for being among the first of its kind in Minnesota. The board recognized the teacher apprentices and journey teachers for their commitment, applauding their efforts. The initiative was credited to the leadership of Chris Paa, who played a role in its establishment, along with the contributions of other administrative staff.
The board then turned its attention to policy revisions, specifically addressing Policy 6.16 on School District System Accountability. This policy underwent substantial changes, including the renaming of “World’s Best Workforce” and updates to language surrounding the civic readiness curriculum, comprehensive assessments, and related definitions. The revisions, resulting from a three-month collaborative effort, aimed to align policy with district practices. A member expressed confusion about the numerous cross-outs in the document and sought clarification on whether the revised policy would provide a more detailed outline than its predecessor.
Concerns were raised about the reporting mechanisms of the District Curriculum Advisory Committee (DCAC). One member questioned the clarity of the public input process and how the committee’s feedback was conveyed to the board and the community. It was noted that while the board is required to receive annual reports, there appeared to be a gap in specifics regarding the curriculum. The administration confirmed that a report would be presented in November addressing the new acronym CACR, formerly known as the World’s Best Workforce, to provide an overview of academic achievement and legislative requirements.
Additionally, the revised policy altered the language regarding the DCAC’s role in providing feedback to the district administration on assessments and evaluations, which previously included making recommendations to the school board. A board member expressed concern that this change could diminish the board’s accountability, referencing state statutes that assign the responsibility for managing schools to the school board. However, it was clarified that the board would still receive relevant information during the November report.
In other business, the board reviewed the superintendent evaluation summary, which assessed performance in various categories including 21st Century Learning, high-quality teaching, community safety, and equity. The board commended the superintendent for effective communication and community engagement while noting opportunities for improvement, particularly regarding funding for professional development.
The board also approved an extended trip request for FFA officers to attend the National Conference in Indianapolis. This annual trip is seen as providing valuable leadership opportunities for the students involved. The motion to approve this request was passed.
Furthermore, the board set the date for the Truth and Taxation hearing for December 9th at 6 p.m. A slight increase in adult breakfast prices was proposed and approved, while lunch prices remained unchanged at $5. The board also discussed and accepted contributions from local businesses for homecoming events and a significant donation of backpacks from Costco for students in need.
