Palatka Historic Preservation Board Approves Key Renovations Amidst Debate on Paint Color Guidelines

Constructed between 1884 and 1886, the house required updates, including window and door replacements, the removal of an outdoor staircase, and a roof color change. The Helmers’ detailed proposal aimed to maintain the house’s historic character while enhancing its functionality and energy efficiency. The board engaged in thorough discussion, ultimately supporting the Helmers’ plans, which included replacing mismatched windows with wood alternatives and painting the house in a historic-inspired blue. The board divided the approval process into distinct items.
The board also deliberated on the proposed darker metal roof for the Helmers’ property, quickly reaching consensus and approving the change. However, the decision to approve the proposed paint colors sparked debate due to the absence of a codified historic color palette. Although there was a historic reliance on a Sherwin Williams palette, this was not officially part of the code, posing enforcement challenges. Despite this, the board approved the colors, acknowledging the need for guidelines but recognizing the applicants’ good faith in their submissions.
The meeting included a workshop on establishing a historical color palette for the district. Board members reviewed examples from cities like St. Augustine and Gainesville, with the aim of developing a structured framework. The board recognized the importance of balancing local authority with state mandates to preserve the district’s historical character.
