Palatka Planning Board Discusses Annexation and Development, Delays Key Project Review
- Meeting Overview:
In the latest Palatka Planning Board meeting, attention was given to a proposed annexation of a 39-acre property on Mission Road and amendments to the McLory Cove Planned Unit Development (PUD). Additionally, the board agreed to postpone the review of a crucial redevelopment project due to administrative delays.
The board approved a request to annex a 39-acre parcel located on Mission Road into the city of Palatka. This annexation aligns with Florida’s statutory requirements and includes a recommendation to amend the future land use map from Putnam County urban service to City of Palatka residential medium. The proposal aims to rezone the parcel from single-family to two-family residential. This decision was made in the presence of the applicants, who confirmed the intention to align this newly annexed parcel with the city limits.
Discussion also centered on the amendment to the McLory Cove PUD, located on St. John’s Avenue. The board approved a minor modification to the development agreement, which now includes the option to develop single-family homes in addition to the previously planned townhouses. This amendment provides flexibility to attract different types of builders to the area, potentially reducing density and catering to a broader residential market.
A significant portion of the meeting addressed the delay in reviewing a critical redevelopment project. The planning department requested to table the agenda item to the next meeting on May 5th. This postponement was attributed to the late submission of a draft PUD agreement by the applicant, coinciding with the planning director’s vacation. The board highlighted the importance of this project for the city’s development and expressed the need for a review, which necessitated the delay.
During the meeting, a question was raised about the ability to regulate parking in new developments, contrasting with the lack of such regulations for a hotel project in the downtown business district. It was explained that the absence of parking requirements downtown serves as an incentive for redevelopment, although the board acknowledged the potential challenges this could pose as the city grows.
