Palm Beach County School Board Proposes New Health Plans to Combat Rising Costs

Employees would still select a primary care physician but could access specialists directly, simplifying the process of obtaining necessary care.
Another point of discussion was the decision to hold the premium for the high deductible employee-only plan at $116 per month, avoiding an $18 increase. Additionally, a proposed $100 increase in deductibles for both low and high-option plans and a $20 increase in specialist co-pays were highlighted.
The inclusion of a health savings account (HSA) option, funded by the district, was also underscored as a potential benefit of the high deductible plan. This account enables employees to save for future healthcare costs, incentivizing them to seek lower-cost care options. Unlike flexible spending accounts, HSAs do not have a “use it or lose it” policy, allowing employees to carry over their savings into retirement.
Discussions extended to the classification of the meeting as “coalition bargaining,” acknowledging concerns that existing contracts with bargaining units like the PBA and CTA should not necessitate amendments in the absence of their representatives. The board emphasized the need to address potential future increases in costs to ensure the insurance plan’s sustainability, despite existing contractual restrictions.
The dialogue highlighted differing perspectives on financial responsibilities, with some expressing dissatisfaction with the current management of healthcare costs. Concerns were raised about the affordability of premiums for lower-wage earners, and the need for healthcare negotiations to be integrated into broader salary discussions was emphasized.
Concerns were also raised about the potential pressure on employees to avoid necessary medical care due to the cost-driven nature of the new plans.
