Parsippany School Board Addresses Security and Facilities Issues Amidst Discussions on Tax Abatements and School Activities
- Meeting Overview:
During the recent Parsippany Troy Hills School Board meeting, attention was given to school security updates, facilities issues, and the impact of tax abatements on the school district. Captain Tom Carney of the Parsippany Police Department provided an update on security measures in schools, addressing the presence of security officers, training for active shooter responses, and statistics on Station House adjustments and Handle With Care cases. Facilities challenges such as a water main break and heating issues were promptly addressed by Superintendent Robert Sutter. Meanwhile, negotiations regarding tax abatements for properties, notably the pilot program for 1515 Route 10, sparked concern among board members due to a lack of communication with the municipality.
Captain Carney’s detailed overview on school security highlighted the roles of School Resource Officers (SROs) and their involvement during the summer, the training they undergo, and the seven mandatory situations requiring immediate police action, as outlined in a memorandum agreement. The discussion also touched on the participation of SROs in classroom presentations at middle schools and their presence in elementary schools. The board members raised questions about the handling of specific incidents, such as the Yaldi shooting report, and the process for reviewing and improving police responses to active shooters.
The dialogue then shifted to the issue of tax abatements and their impact on the school district. The board members voiced frustration over the lack of dialogue with the municipality and the need for clarity regarding the impact of the tax abatements. The Economic Development Advisory Committee planned to hold FAQ sessions to counter misinformation and provide accurate information to the public. Furthermore, an ad hoc committee was established to specifically address the impact of tax abatements on the school district, with plans to convene the following week.
In addition to security and financial concerns, the board navigated various facilities issues within the district. Superintendent Sutter resolved a heat problem at an elementary school and crowding in stairwells at Central Middle School. The district also contended with a water main break in front of Parsippany High School during freezing temperatures. These events underscored the ongoing emphasis on maintaining a safe and functional learning environment for students.
The board also reviewed activities and achievements in the schools, such as the high school’s AP Gov and Civics mock election, the DECA club’s success, and the recognition of students with awards like the Governor’s Environmental Excellence Award. A brief exchange took place regarding the basketball County tournament and the school’s performance, along with an inquiry about the issues discussed during the mock election. Central Middle School reported successes in wrestling and student achievements, and board member Tim Berrios asked about the basketball County tournament.
Leadership meetings and governance training were also topics of conversation, with Dr. Wendy Wright facilitating a board member orientation and attending the New Jersey School Board Association’s governance training. The importance of creating a working calendar specific to the board was discussed, leading to the rescheduling of upcoming meetings.
During the public hearing, Joe Kyle of the PTHA raised concerns about the Elementary schedule arbitration and the reluctance of the District to settle matters internally. This prompted a debate among board members regarding the role of third parties in negotiations and the importance of resolving issues among educators.
Finally, the meeting addressed Frank Cahill’s request to use the services of Video on the Go, a shared services agreement between the Board of Education and the township of Parsippany. The Communications committee was tasked with investigating the current status and agreements with the service.
