With a $3 million matching grant awarded for renovations, the overall project cost could range between $9 million and $12 million. Concerns were raised about the library’s current state, including outdated facilities and an aging HVAC system. The mayor voiced skepticism about investing in renovations that may not meet modern standards, citing structural issues such as cracked walls and potential health hazards. He suggested exploring alternative locations, including a newly acquired CET property, as a more viable option for the library’s future.
Council members debated the best way forward, with one member calling for an architectural assessment to accurately evaluate renovation costs. The mayor remained adamant about the impracticality of investing in a facility that would not be up to date, emphasizing that spending $3 million would only cover a fraction of the necessary work.
In other business, the council celebrated community volunteers by awarding the Norbert Sakowski Senior Citizen Awards to three residents for their exceptional contributions. Florence Khan was recognized for organizing senior exercise classes and social outings; Peggy Smith was commended for her leadership with the Friends of the Parsippany Library, boosting fundraising efforts; and Doris Rock was honored for her service with the Golden Age Club and volunteer work in nursing homes.
Infrastructure updates included the status of Baldwin Road repairs, with milling and paving scheduled for mid-October, though subject to delays. The council addressed safety concerns on Route 46, particularly around a pedestrian crossing where fatalities have occurred, and discussed potential state assistance in installing safety fences. Additionally, bike safety was a topic of concern, with efforts to encourage helmet use among children and increased enforcement of speed limits.
The mayor reported on the township’s financial health, highlighting positive feedback from Moody’s rating agency, which maintained the township’s credit rating, and acknowledged the administration and CFO for their efforts in restoring financial stability.
