Parsippany-Troy Hills Planning Board Approves Lot Merger for Lincoln Avenue Properties

The application, identified as number 24 col 513, addressed the non-conforming status of the properties, which had front widths of only 50 feet each in a zone requiring 60 feet. By consolidating the lots into a 100 by 150-foot area, the project aims to align with zoning regulations without necessitating any variances. The representative for the owner, Nakul Kasadwala, emphasized that the combined lot would adhere to all township zoning requirements and that no variances would be necessary.
Kasadwala provided detailed testimony about the current state of the properties, noting that the existing structures were old and required substantial maintenance. He stated, “the property on the left side…requires a lot of maintenance and…continuous attention.” The plan includes demolishing these structures to make way for the new home, which would feature a two-car garage and accommodate up to six vehicles in total with the driveway.
The proposal received unanimous support from the board, contingent upon the demolition of the existing structures before the lot consolidation is recorded. The board’s attorney clarified that construction could not commence until a recorded deed and a stamped subdivision map were submitted. This condition ensures compliance with zoning regulations by preventing two principal dwellings from existing on a single lot.
In addition to the lot merger, the board addressed concerns about existing curb cuts and utility connections. Kasadwala confirmed that the new driveway would be positioned on the right side of the lot and that any non-conforming structures, such as sheds, would be removed. He also assured the board that an evaluation of natural gas lines and other utilities would be conducted before demolition to ensure compliance.
The board also discussed other agendas, including a redevelopment study for the area on Laana Avenue. The property, consisting of a 284,000-square-foot commercial office building on a 20.638-acre lot, was identified as largely unoccupied since 2016, with significant maintenance issues such as water damage and parking lot deterioration. The board’s planner reported that the site qualified for redevelopment under four of the eight criteria, highlighting its obsolescence and the potential for revitalization. After deliberation, the board decided to recommend to the council that the area be declared in need of redevelopment, with the motion passing unanimously.
Further, the board initiated an investigation into a redevelopment proposal for a property on Silven Way, following a request from the council. A motion to begin this investigation was approved without opposition. Similarly, a motion was made to request a report for a redevelopment investigation on Gate Hall Drive, which also proceeded without dissent.
