Parsippany-Troy Hills Planning Board Approves Shopping Center Renovation

The board raised questions about specific aspects of the project layout, including the visibility from the sawtooth roof line overlooking a planned green space and the calculations involving parking spaces. The applicant confirmed that the increased number of parking spaces was due to anticipated future tenant leases and plans for further development. They also addressed concerns about the absence of electric vehicle parking spaces, explaining that current regulations did not require them for this project.
A significant portion of the meeting focused on the architectural changes proposed for the retail space, including the introduction of a new national tenant. Plans include removing old concrete column covers in favor of cultured stone and fiber cement board siding, replacing the existing white metal ceiling with a warmer wood-look metal, and adding new lighting fixtures. Board members sought clarification on outdoor seating arrangements for restaurants, which would collectively offer 75 seats on the ground floor.
Discussions also covered the facade improvements for the Sawtooth building, with an emphasis on maintaining design consistency across all structures. Concerns were raised about the quantity of shade trees in the parking area, with suggestions for increasing their number to mitigate the heat island effect, though tenant agreements posed challenges to this proposal. The possibility of a rooftop gathering space was explored, but structural limitations precluded this option, leading to a focus on creating vibrant ground-floor spaces for community interaction.
The Planning Board also examined the logistics of truck access and circulation. The project engineer assured the board of adequate design accommodations, including a 30-foot wide drive aisle for trucks to access Route 46, and the ability for fire trucks to navigate the area. Concerns about potential deadlocks during active truck maneuvers were addressed, with plans for coordination between tenants and landlords to resolve any operational issues.
Lighting was another key topic, with the board emphasizing the need for fixtures that direct light downward to comply with dark sky regulations. The project team committed to addressing all lighting-related comments from the review letter.
