- Meeting Overview:
The Parsippany-Troy Hills Planning Board meeting on December 2, 2024, centered around the approval of a temporary monopole for T-Mobile, which involves a relocation of their wireless facility previously demolished on E 46. The board approved the installation of a 49-foot monopole with necessary variances, addressing technical and safety concerns, especially in relation to its proximity to the Top Golf development.
T-Mobile’s application, represented by Jennifer Kaner, was the primary agenda item. The telecommunications company sought approval for a temporary structure to maintain service continuity after the demolition of their existing facility. The proposal included a 49-foot monopole with nine antennas and temporary electric service. Due to the property’s unique layout, variances were requested for reduced front and side yard setbacks, proposing only 27.1 feet and 35.3 feet respectively, while local zoning requires a minimum of 75 feet. The facility’s location in the front yard needed relief since such structures are typically permitted only in rear yards.
Board members and T-Mobile’s representatives discussed the monopole’s proximity to the nearby Top Golf development, which warranted a detailed examination of safety implications. One board member expressed particular concern regarding the safety of radio waves emitted from the tower, especially considering its proximity to Top Golf patrons. While T-Mobile’s team assured compliance with FCC emissions standards, specific calculations on radio wave safety concerning Top Golf’s patrons were not provided during the meeting.
Further technical testimony was provided by Daniel Cze, who confirmed that the proposed monopole height was necessary to meet current coverage needs. He presented slides illustrating T-Mobile’s existing coverage with the demolished site, the reduced service without it, and how the new temporary site would restore coverage. Cze emphasized that T-Mobile operates at licensed frequencies, which do not interfere with other electronics, and that emissions would remain well below permissible levels.
The board also considered the project’s impact on parking at Top Golf, as the temporary monopole’s installation would occupy several parking spaces. A board member suggested that T-Mobile should seek relief due to the reduction in parking spaces, noting that Top Golf’s approved plans included 385 spaces. The representatives acknowledged the issue and emphasized their urgency in finding a permanent site to minimize disruptions to both T-Mobile’s service and Top Golf’s operations.
In addressing aesthetic and visibility concerns, planner Matthew Flynn presented visual renderings from various vantage points, concluding that the structure would not overpower neighboring elements like existing light fixtures at nearby ball fields. Although visible from certain angles, Flynn argued that it would not be obtrusive and would blend with the commercial landscape. He reiterated that the monopole’s height was lower than the maximum allowable 125 feet in the O3 Zone, and the project would enhance local wireless service, benefiting the community.
