Parsippany-Troy Hills Zoning Board Approves School Expansion Amid Varied Zoning Discussions
- Meeting Overview:
The Parsippany-Troy Hills Zoning Board of Adjustment meeting on September 24, 2025, primarily focused on the approval of a major site plan for the Franciscan Sisters of St. Elizabeth on Park Road, a decision that will allow for the construction of a new classroom building and the removal of outdated trailers currently used as classrooms. The meeting also covered several other zoning applications, including variance requests for residential properties and discussions on stormwater management.
The most notable topic of discussion was the application by the Franciscan Sisters of St. Elizabeth, which operates a religious school on its 25-acre property. Represented by William Strasser, the application sought approval for a major site plan to construct a two-story classroom building with six classrooms, to replace two trailers that had been used since the early 2000s. The trailers, initially installed as temporary structures, have become outdated and problematic. The new building aims to provide improved educational facilities for up to 372 students, expanding from the current enrollment of 303.
Sister Alice, the principal, testified about the school’s current operations and the necessity of the new construction. She explained that due to limited space, some classes had to be conducted in the cafeteria. The new building would eliminate this issue, providing dedicated classroom space and enhancing the overall educational environment. Sister Alice also addressed parking concerns, confirming that the school has more than enough parking spaces to accommodate the increased number of students.
The board engaged in discussions regarding the architectural and engineering aspects of the proposal. Professional engineer Bill Scott outlined the site plan, emphasizing that the new building would align with existing structures to facilitate student movement. Approximately 8 to 10 trees would be removed to install necessary stormwater management systems, but Scott assured that additional evergreens would be planted for screening. The proposed building, covering just over 4,800 square feet, would not require variances for height or stormwater management.
Attention was given to the legal and zoning implications of the expansion. It was clarified that the application involved expanding a pre-existing non-conforming use without altering the property’s nature, thus avoiding the need for a use variance. Discussion touched on potential impacts on adjacent properties, with assurances provided that the enhanced stormwater system would mitigate any adverse effects. The board and the applicant agreed on conditions regarding drainage issues.
The meeting also addressed residential zoning matters. Suzanne McLaughlin’s application for a C variance to install a shed at her property was approved after confirming the shed’s placement would not interfere with a nearby French drain. The board deemed the request minor, with considerations for water runoff management duly noted.
Sim Pealie and Pavin Gandhi’s application to legalize a shed on an existing concrete pad and patio was postponed. The board advised Gandhi to consult with the township engineer about necessary stormwater management measures, emphasizing the importance of compliance to avoid future expenses. The application was carried to a future meeting, providing time for the applicants to address outstanding issues.
