- Meeting Overview:
In a recent meeting, the Pasco County Council addressed significant zoning amendments and recovery efforts following two devastating hurricanes. Key topics included discussions on land use changes, the impact of recent storms, community recovery initiatives, and infrastructure concerns.
The council meeting began with a discussion on several zoning amendments, which were postponed due to Hurricane Milton. Of particular interest was a plan amendment for changing land use from Retail Office Residential to Industrial Light on 16.84 acres at the intersection of Diagonal Road and New York Avenue. Concerns about the adequacy of existing road infrastructure to support this change were raised, referencing past issues in Shady Hills. A board member emphasized the importance of a standard roadway analysis before proceeding. The applicant agreed to a continuance to address these concerns, and the item was moved to the December meeting with unanimous approval.
Another zoning item involved a proposed development by Northridge MPUD, seeking to increase residential density from 700 to 758 units on approximately 178.6 acres. This amendment was previously delayed by Hurricane Milton. The applicant stressed the urgency of proceeding due to financing and construction timelines. After deliberation, the council agreed to continue this item to November 12.
Tree preservation and fencing standards were also scrutinized. A proposed ordinance aimed to amend tree preservation and replacement standards, with stakeholders still working on a new version. The council continued this item without setting a specific date. Fencing regulations sparked a debate on the suitability of vinyl versus metal fencing in different developments. One participant criticized vinyl fences for their lack of durability, advocating for more secure options like chain link or masonry in industrial areas. The board considered modifications to existing language to ensure businesses could utilize vertical metal fencing, emphasizing flexibility in color and type of coatings used.
Recovery efforts following Hurricanes Helain and Milton were a major focus. The council commended the emergency management team and first responders for their resilience. Hurricane Helain, a Category 4 storm, caused significant storm surge and damage, while Hurricane Milton, initially a Category 5, resulted in widespread flooding and power outages. The council issued local states of emergency and evacuation orders to manage the situation. Over 1,200 rescues were conducted, and road closures were widespread. The council emphasized the importance of improving communication regarding evacuation orders and timely emergency responses.
The council also addressed the ongoing debris management challenge, acknowledging the dedication of county employees who prioritized public service despite personal losses. The volume of debris, estimated at 1.4 million cubic yards, necessitated swift action. The council waived tipping fees for residents disposing of storm-related debris and implemented a GIS tool for debris reporting to keep the community informed about cleanup progress.
In terms of public health, concerns about Dengue fever were highlighted, with 14 reported cases linked to increased mosquito breeding grounds due to recent rains. The county’s mosquito control efforts and the Department of Agriculture’s intervention team were responding to this health risk.
A significant part of the meeting was dedicated to the financial challenges surrounding the Clock Tower facility. The council discussed forgiving liens and mortgages associated with the facility to facilitate its sale. The motion to approve this action passed unanimously, allowing for the transfer of the senior center in Dade City.
The meeting also covered economic development initiatives, with updates on the Moffitt Cancer Center’s proton therapy facility. This state-of-the-art center promises to advance cancer treatment, attracting biotech companies to the area. The council expressed enthusiasm for the project’s potential to enhance the quality of life for residents.
