Pasco County Council Faces Community Concerns Over Flooding and Historic Oak Tree Preservation
- Meeting Overview:
During a recent Pasco County Council meeting, residents voiced concerns about persistent flooding issues and the potential removal of a historic oak tree.
Flooding and drainage management dominated discussions, particularly in areas like Green Key Road and surrounding properties. Residents, including Wanda Kasnoff from Port Richey, expressed distress over flooding exacerbated by nearby developments. Kasnoff described how construction at a trailer park obstructed drainage, leading to frequent flooding on her property. She emphasized her financial limitations as a senior citizen, urging the council to collaborate with municipalities to improve drainage systems.
The council acknowledged these concerns and planned a follow-up meeting to explore potential solutions, including redirecting water to a stormwater drainage system. The New Port Richey Utility Department is developing a 10-year stormwater plan, yet residents remain frustrated with the current infrastructure’s inadequacy to handle even minor rain events. Alan Rose, a resident, proposed constructing barrier islands to mitigate storm surges. Ron Orchard highlighted the importance of healthy water basins, advocating for better land management to prevent pollution and economic costs.
A significant issue involved the potential removal of Grand Oak number seven at the historic Pasco County Courthouse in Dade City, Florida. The tree, estimated to be 200 to 250 years old and certified as healthy by an ISA arborist, provides critical environmental services and holds cultural value for the community. The Dade City Garden Club strongly opposed its removal and recommended registering it as a protected heritage tree. Their resistance reflects the community’s desire to preserve its historical and environmental heritage.
Further discussions included the recognition of the Pasco Hernando State College Bobcats baseball team for winning the NJCAA Division 2 Baseball World Series Championship. Commissioners praised the team’s athletic and academic achievements. The council adopted Resolution Number 25313 to formally commend the team.
The meeting also addressed the sale of surplus land, sparking debate over valuation and taxpayer interests. A commissioner opposed selling the land at a nominal fee of $10, arguing the county had invested over $8,000 in the property. Others suggested selling the land at a reduced price could facilitate affordable housing, benefiting the community long-term. The discussion led to a proposal for further consideration.
Stormwater management remained a focal point, with Public Works Director Jason Mikl outlining ongoing improvements. He noted that drainage enhancements on Green Key Road must be completed before paving can proceed. The stormwater master plan, developed over 18 months, aims to address flood abatement and drainage maintenance, incorporating lessons from recent storms. Mark Ellard from Geocentech elaborated on the plan’s scope, identifying 141 projects focused on flooding and water quality improvements. The council emphasized the importance of public input and fiscal responsibility in executing these projects.
Discussions on project prioritization revealed complexities in the ranking methodology, with factors like flooding severity and environmental benefits influencing decisions. A funding gap was identified, with stormwater fees insufficient to cover project costs. Officials highlighted the need for a rate sufficiency analysis to secure additional funding, potentially through grants for low-income areas.
The meeting concluded with updates on local initiatives, including a Habitat for Humanity project building seven new homes on Kioa Drive and the upcoming “Keep Pasco Beautiful” cleanup event. Safety concerns on Trouble Creek Road were also discussed, with a call for improved lighting to enhance road safety.
