Pasco County Expedites Tree Preservation Ordinance, Ignoring Builders’ Proposals

However, their proposals, which included grandfathering existing projects and phasing in fees, were ultimately dismissed by county leadership. David Engel, director of planning and economic growth, highlighted the urgency of addressing the tree canopy protection, stating, “The view was universally that our fees have been too low for years, and we have to immediately address protecting our canopy.” Despite TBBA’s dissatisfaction, the commission plans to meet with them before formally addressing the fee increase.
The commission also discussed a new ordinance regarding backyard chickens, aimed at allowing chickens in specific residential zoning districts currently prohibiting livestock. This ordinance is intended to enable families to raise chickens for personal consumption, particularly for eggs. Concerns were raised about potential implications for egg sales, as selling eggs would require additional permits, potentially conflicting with residential zoning regulations.
In addition to these ordinances, the meeting touched upon other land-use updates, including bicycle and pedestrian facility standards and the establishment of an open space zoning district. The latter aims to create a specific designation for conservation areas, filling a gap in the current land development code. This initiative emerged from zoning issues with county-owned property on the west side of the county. Establishing this new zoning district would not involve immediate rezoning but would prepare for future actions.
A substantial portion of the meeting was dedicated to the Grand Boulevard form-based code project. The project has involved community engagement through workshops from April to June, focusing on themes such as walkability, commercial corridor preservation, and revitalization through landscaping and pedestrian facilities. However, concerns were raised about providing incentives for redevelopment along Grand Boulevard, given the area’s historical significance and previous decline due to the loss of rail transport. Members emphasized the need for economic incentives, such as no impact fees and tax abatements, to stimulate redevelopment.
Another discussion revolved around the comprehensive plan update, which the commission regards as a critical undertaking. Concerns were expressed about the limited time allocated for the commission to fulfill its role in this process. A suggestion was made to adopt a workshop-style approach, addressing one or two elements per meeting, allowing for examination and community engagement. The commission considered the possibility of adding extra meetings to specifically address the comprehensive plan.
A presentation introduced the “swipe map,” a new digital tool designed to help property owners understand future land use changes by comparing current and proposed future land use maps. This initiative aims to promote clarity around land use regulations and planning.
