- Meeting Overview:
The recent meeting of the Pasco County Metropolitan Planning Organization (MPO) was marked by discussions concerning the Hicks Road Project and the broader 2050 Long Range Transportation Plan.
The top-priority topic was the debate over the Hicks Road Project, which involved a analysis of its cost feasibility plan. The project had been divided into two segments: one with an existing two-lane road and the other requiring construction from scratch. Concerns were raised about the designation of one section as a “new road,” despite its existing infrastructure. The MPO also touched upon the broader implications for regional connectivity, referencing legislative efforts to improve connections between Pasco and Pinellas counties.
Another portion of the meeting was dedicated to the 2050 Long Range Transportation Plan presented by Alison Flu. This federally mandated document plays a role in securing federal funds for future projects and is updated every five years. Flu emphasized the extensive public engagement process that informed the plan, involving over 1,100 participants. The plan’s development underscored the importance of collaborative efforts in transport planning and the need for ongoing public involvement. The meeting also addressed feedback from various committees, which stressed the need for clarity and prioritization in the bicycle and pedestrian components of the plan.
In line with the transportation planning discussions, the MPO reviewed the Call Fees Work Plan, which included motions to incorporate specific projects into the 2025-2030 and 2031-2035 planning bands. This motion was unanimously approved. The MPO staff expressed satisfaction with the results, acknowledging contributions from consulting firm Kimley Horn.
The meeting also featured updates from the Florida Department of Transportation (FDOT), where Brian Hunter presented the tentative work program for fiscal years 2026-2030. This program includes numerous projects, such as the deferral of right-of-way for State Road 54 and US 41, and additional lanes and reconstruction for the I-75 and State Road 52 interchange. Concerns were expressed over the lengthy timeline for the US 54 and 41 project, highlighting the challenges in acquiring necessary land and funding for significant projects.
Discussions included the potential inclusion of a bicycle and pedestrian overpass for Starkey Boulevard, currently part of the needs plan but lacking funding. The MPO acknowledged the increasing traffic on Route 54 and 41. Sidewalk gaps in Pasco County were also addressed, with plans for a pedestrian overpass at 54 and and sidewalk construction along Centennial Road in fiscal year 2026.
Drainage improvements along US 19 also received attention, with proposals to explore water management solutions to alleviate flooding issues near Sea Pines and US 19. This topic was part of a broader discussion on infrastructure improvements, with approximately $422 million allocated to various projects over the next five years in Pasco County.
The meeting concluded with discussions on the Suncoast Parkway resurfacing project, funded at $2 million, and the potential use of spray jet technology for resurfacing. The conversation also touched on the widening of the Suncoast Parkway, with design funding allocated in fiscal year 2027 but lacking construction funding. This led to questions about the high cost of design and the planning process, given the area’s undeveloped nature.
