During the recent Pasco County Metropolitan Planning Organization meeting, concerns were raised about pedestrian safety for children attending the soon-to-open Skybrook K-8 School. Matt Collins, a resident from Long Lake Ranch Boulevard in Lutz, emphasized the need for safety measures on Sunlake Boulevard, a busy four-lane road that students will need to cross to reach the school. He highlighted the inadequacy of the existing crosswalk, where motorists frequently fail to yield to pedestrians. Collins called for the installation of an electronic pedestrian traffic management system, which could include flashing lights or in-pavement warning lights, to ensure the safety of hundreds of children who will be walking or biking to school. He also pointed out that the area is experiencing increased traffic due to new commercial developments, making this issue even more pressing.
The board members listened attentively to Collins’ concerns.
In addition to pedestrian safety, the board also focused on the ongoing regional planning efforts, particularly the proposed merger of the Pasco, Pinellas, and Hillsborough Metropolitan Planning Organizations (MPOs). A presentation outlined the legislative request for the merger and the challenges posed by differing priorities among the counties. Concerns were raised about Hillsborough County’s reluctance to fully engage in the merger discussions, with some board members questioning their interest in excluding certain projects from the merger scope. Despite these challenges, the board recognized the importance of regional cooperation to secure necessary funding for transportation projects and emphasized the need for a unified approach.
The meeting also addressed the widening of Interstate 275, a project intended to support the Bus Rapid Transit (BRT) system by allowing buses to use hard shoulders. Although a motion to remove the project from the Long Range Transportation Plan (LRTP) failed, the majority of board members acknowledged its merit, emphasizing the need for collaboration among counties to benefit the entire region. The conversation underscored the importance of regional planning and the potential changes in Hillsborough’s board composition that could enhance cooperation.
Furthermore, the meeting delved into the representation of small cities within the MPO board structure. The Citizens Advisory Committee (CAC) recently voted to allocate at least one seat to represent small cities, with various options proposed to ensure their inclusion. Ultimately, a motion was made to establish three County Commissioner seats and one city representative seat, with additional alternates for both groups, allowing cities to designate their own representatives.
In the context of long-range planning, the MPO presented its draft cost-feasible plan for public review, emphasizing the importance of public engagement. The plan includes roadway, transit, and active transportation needs, with a specific focus on intersection safety. The MPO staff received recognition for their outreach efforts, which garnered significant public input. The discussion also covered specific projects, such as the widening of Rangeland Boulevard and improvements at the Little Road and SR 54 intersection, addressing safety concerns and the need for further studies under the safety action plan.
The meeting also highlighted concerns about traffic congestion on US 19, with discussions regarding potential overpasses and the need for a holistic approach to address capacity issues. The board recognized the importance of controlled access and the role of the Turnpike in relieving traffic congestion. Relatedly, concerns were expressed about funding and cost overruns for various projects, with one participant emphasizing the need for more funding and suggesting potential reallocations based on project priorities.
Lastly, the board discussed the integration of pedestrian access in development projects. A proposal was made to establish a clear policy on pedestrian crossings, similar to one adopted by Pinellas County, to streamline decision-making and align projects with the board’s objectives for pedestrian safety and accessibility. Additionally, updates were provided on transit initiatives, including plans for a Transportation Development Plan (TDP) and the implementation of an Intelligent Transportation System (ITS) for real-time information.
