The Pasco County Metropolitan Planning Organization (MPO) addressed updates in project prioritization methodology and emphasized public engagement in long-range transportation planning during a recent meeting. A focus was placed on modernizing the scoring process for transportation projects, streamlining the methodology, and incorporating public feedback to reflect the changing needs of the community.
Deliberations on the project prioritization methodology stood out as a issue. The MPO staff proposed several changes aimed at simplifying the process and updating data sources. One key update was the automation of the scoring process, which involved replacing PDF maps with GIS data, and updating the level of service data to better reflect current traffic conditions. The proposed changes also included a shift in how safety and congestion were scored.
The discussion revealed a divide among the board members. Commissioner Mariano expressed concerns about how the changes might negatively affect smaller, long-standing projects that could be left behind. The importance of past decisions and the advocacy for projects like the four-lane instead of a two-lane project was brought up by Commissioner Oakley, who also stressed the value of smaller projects in avoiding future challenges.
Despite the debate, the staff reassured that the revised methodology would maintain a balance between supporting long-term projects and introducing newer ones. They committed to presenting a draft priority list in the following weeks to maintain transparency and ensure there would be no surprises.
In connection with project prioritization, the MPO also discussed the necessity of expediting the completion of long-standing projects such as the widening of routes 301 and 56 to alleviate traffic congestion. A unanimous motion was passed to update the scoring methodology, and a letter of support was considered for the SR52 Rural Safety and Economic Mobility Grant to aid the completion of route 52. The design of an underpass that could serve both wildlife and pedestrians was debated, particularly the cost and feasibility of making it ADA compliant.
The meeting also covered the 2050 long-range Transportation Plan. Here, public involvement was a highlighted concern. The success of outreach efforts was noted, with over 1100 participants in the online survey providing valuable data on travel preferences and transportation goals. The survey results underscored the public’s desire for reduced congestion, better roadway maintenance, and heightened safety. Seven goals were identified, including accessibility, equity, economy, environment, infrastructure, mobility, and safety.
The ongoing development of the transportation needs plan was another focal point. This involves analyzing existing and committed networks and considering quantitative data for roadways, bicycle and pedestrian projects, and the public transit plan. Future steps were outlined, including further prioritization of projects and continuous public engagement through workshops and an online survey.
Additionally, the challenges of managing project costs in the face of inflation were discussed. Concerns were raised about the impact of appropriations earmarks on funding allocation.
Infrastructure projects and their implications for the community were also on the agenda. The placement of a sidewalk in front of the Connor Preserve and mitigation bank brought up considerations regarding drainage and cost. Discussion extended to the multi-use trail on the north side and the difficulties of obtaining additional land for it.
In addition to physical infrastructure, the meeting touched upon the Human Services Collaboration Station initiative. This aims to bring together community partners and not-for-profits to better serve citizens in need, highlighting the MPO’s broader commitment to enhancing the county’s quality of life.
