The Passaic County Board of Commissioners met recently to deliberate on a range of significant urban development initiatives and oversee progress on community-enhancing projects. The session’s focal points included discussions on the relinquishment of reverter rights on properties earmarked for residential development, a $12 million project for a new park—marking the first in the county since the 1970s—and the Main Avenue Redevelopment plan, alongside addressing public safety concerns on Mount Prospect Avenue.
A major topic of interest was the board’s intention to release reverter rights on properties on Auburn Street and 168-170 Fair Street in Paterson. These properties were originally transferred to the Fourth Ward Alliance Incorporated for a community center, but changes in the nonprofit’s status and subsequent tax sale foreclosures led to their acquisition by third parties. The current owners’ plans to redevelop these sites for residential use prompted the board to consider the formal release of reverter rights, with public comments on the proposal invited until June 25th, 2024.
Equally noteworthy was the announcement of the Phase 2 development of Dundee Island Park, representing a cornerstone in the county’s green space expansion. This project not only symbolizes the first addition to the county’s park system since the 1970s but also serves as a catalyst for community revitalization. The plan includes linking Dundee Island Park to Pulaski Park through a network of Riverfront walks, bike lanes, and additional programming aimed at children.
In tandem with the park’s development, the Main Avenue Redevelopment plan was deliberated, detailing the transformation of parking spaces into a pedestrian-friendly promenade featuring reverse angle parking, bike lanes, seating, and added greenery. Complementing this urban renewal, the board discussed a sophisticated New Jersey Transit bus terminal and a 300-space parking structure on Main Avenue.
The commissioners addressed infrastructure improvements across the county, including the replacement of the Grant Street Bridge, the Pennington Avenue culvert, and drainage enhancements on Park Avenue. These updates coincide with the strategic enhancements to the business district, including new waste receptacles, lighting, planters, benches, bike racks, street art, and navigational signage.
The board also underscored their investments in affordable housing and support for vulnerable community members, including efforts to assist homeless individuals by connecting them with essential services.
Public safety was another key theme as a speaker addressed the board with concerns regarding Mount Prospect Avenue. Citing issues such as speeding, incomplete sidewalks, and inadequate drainage and parking, the speaker urged the board to implement lasting improvements to safeguard pedestrians and residents.
The meeting also featured acknowledgment of collaborative efforts between the county and the city of Paterson, particularly during the pandemic. Mayor Hector Lora expressed his appreciation for the county’s support, which has had an impact on services for seniors and the enhancement of parks and recreational opportunities.
After addressing the public hearing, infrastructure projects, and safety concerns, the board proceeded with routine business, approving the consent agenda, which comprised resolutions, new business, and the passing of personnel and bills. The meeting concluded with these approvals.
