- Meeting Overview:
In a detailed session on November 14, 2024, the Paterson City Council approved the city’s municipal budget for 2024, which saw a slight increase from the previous year, while also addressing issues such as uncollected taxes and the settlement of litigation cases. The council managed to adjust a proposed tax increase due to additional state aid, allowing for a more favorable budget for residents, all while grappling with significant uncollected taxes and discussions over the timing of sewer connection fees.
A focal point of the meeting was the council’s approval of the 2024 municipal budget, which rose from $3,139,850 last year to approximately $3,300,000. This increase was partly offset by additional transitional aid of $2 million from the state, which allowed the council to reduce an initially proposed 2.9% tax increase to 2%. However, the council highlighted a substantial $50 million in uncollected taxes, with plans for a tax sale to recoup these funds by December 10.
Further complicating budgetary concerns were the settlements of two litigation cases against the city. The council approved resolutions to settle lawsuits involving Sarus Del Rosario and Carolina Hernandez. Following these settlements, the council turned its attention to a ordinance amending the Paterson Code regarding sewer connection fees. This ordinance, which changes the timing of payment from pre-permit to pre-certificate of occupancy, sparked debate among council members. Concerns were raised about the potential for properties to operate without a certificate of occupancy, with some members arguing that the change could undermine proper oversight. Despite opposition, the ordinance passed with seven votes in favor and two against, amid calls for responsible governance.
As the meeting progressed, the council addressed the 2024 Municipal budget in detail, including discussions on increases in funding for recreation and library services. The recreation salary saw a modest increase from $2,100 to $2,500, while operating expenses slightly decreased. However, the total budget remained consistent with the previous year, highlighting the council’s efforts to balance fiscal discipline with community needs. During the budget deliberations, council members expressed the importance of ensuring taxpayer funds are utilized effectively, acknowledging the challenges residents face in meeting their tax obligations.
In addition to budgetary matters, the council honored Rodney Addison for winning Mr. America 2024. This resolution, along with another honoring Assemblyman Benji Wimberly for his upcoming 60th birthday, was met with unanimous support.
The meeting also delved into infrastructure improvements, with the council approving a contract for park improvements at V.A. Community Park. This project, awarded to Zenit Construction Services Inc., was expected to be completed within eight to twelve months, with discussions highlighting the potential impact of weather on the timeline. Council members expressed optimism about the park improvements and their significance for the community, emphasizing the desire for continued investment in local resources.
Public comments during the meeting brought attention to various community concerns, including the shortage of special education teachers and the need for increased advocacy for special education services. A speaker highlighted the growing enrollment of special education students, urging parents to unify in advocating for their children’s needs amidst anticipated changes from the Department of Education. Concerns about redevelopment projects, particularly a proposed 40-unit building on Danforth Avenue and Nagle Street, were also raised, with residents opposing the project due to a lack of blight in the area.
A notable point of contention involved a resolution related to public safety that had not been reviewed by the Public Safety Committee before being brought to the council. This procedural oversight led to heated exchanges among council members, reflecting broader frustrations about the legislative process and the need for more effective communication and collaboration.
