Paynesville School Board Discusses Enrollment Decline and Strategic Planning

The district received a partial state reimbursement of $50,790.48 to cover summer unemployment costs for hourly staff. Further, the acquisition of new iPads for kindergarten and first-grade students was part of an ongoing device rotation strategy to ease the financial burden of technology updates.
The board also discussed personnel changes, notably the early retirement notification from Ron Phips, allowing the district ample preparation time for his replacement. His early notice was met with appreciation.
In terms of federal funding, Cheryl reported that, although the federal government shutdown had not yet delayed funding, there were concerns about potential future impacts. Federal funds account for approximately 4.3% of the district’s budget, supporting vital programs such as career and technical education and special education. The importance of this funding was underscored by the significant number of preschool meals served through the food service program.
The board addressed several administrative and organizational issues, including a property tax abatement resolution and a Joint Powers Agreement with the Stearns County Family Services Collaborative. This agreement, signed in April, allows the district to receive funding for mental health services for students at risk of out-of-home placement. Both the resolution and the agreement were approved unanimously.
The meeting also covered ongoing negotiations with various district groups, with each group having met at least twice. Additionally, student representatives briefly shared updates on their activities, such as fruit sales and preparations for state competitions.
The board is looking ahead to strategic planning discussions scheduled for a November 10 meeting. Members were encouraged to reflect on the existing strategic plan and consider involving community members in future planning efforts.
