The debate over the Bay Center and Ashton Brenham Indoor Park Sports Facility was initiated by a speaker identified as Ted, who challenged the findings of a recent study that suggested the project would require significant stakeholder support. Ted argued that such support had not been adequately solicited before the study’s release. He highlighted that although hoteliers generally supported an indoor sports center, they did not back the proposed location, citing its unsuitability. He also pointed out the financial projections, noting that the project would cost $4 million annually to service the bond while generating only $1.1 million in local tax revenue. Ted questioned the investment’s viability, asking, “Would you invest your own money in a project like this? Because I can tell you I for one wouldn’t.” He urged the council to vote against the current proposal and called for a collaborative evaluation of better alternatives.
Following Ted’s remarks, Sharon Gober, representing the Greater Pensacola Figure Skating Club, highlighted the lack of year-round ice access in Pensacola. She emphasized the significant demand for ice sports, reporting her organization generated over $150,000 in revenue for the Bay Center each season. Gober expressed concern about the potential lack of facilities for youth and adult hockey participants, urging the council to reconsider funding a practice rink or including an ice sheet in any new sports facility.
The discussion continued with additional speakers emphasizing the economic potential of ice sports facilities. Jen Burkhart, representing the Northwest Florida Hockey League and the Pensacola Junior Ice Flyers, spoke about the challenges local hockey teams face in securing ice time, often having to practice in Columbus at significant expense. Burkhart pointed out the economic loss to the local community and highlighted the unmet demand for ice sports, with over 139 children on a waiting list for their learn-to-play program.
Frank Lloyd, another speaker, drew on his experience from Massachusetts, where a single rink could yield substantial revenue during peak seasons. He argued the potential for generating income through ice sports in Pensacola should not be overlooked, stating, “We’re only asking for one [rink].” Lloyd emphasized that the local community stands to gain from such investments.
The meeting also addressed concerns about the transparency of the site selection process for the proposed sports facility. One council member inquired whether the project had been discussed with incoming County Commissioners, noting the complexities involved due to it being a bond issue. There were also questions about other potential sites that had been considered and subsequently rejected. The current funding structure was highlighted, with an emphasis on working with limited financial resources and not risking substantial tourism dollars on a single project.
A council member expressed discontent that many community members felt excluded from the conversation surrounding the project. They stressed the importance of inclusivity in the dialogue, particularly given the limited representation from the city at the meeting. This sentiment was echoed by another council member who pointed out deficiencies in the infrastructure plans outlined in the study, specifically regarding wastewater treatment and stormwater management. The feasibility study was described as conceptual, lacking detailed engineering due to the absence of a finalized building design.
Consultant David Grazel clarified that a detailed stormwater management plan would only be developed once a building design was established. Grazel assured the council that the proposed measures could meet county and state criteria for treating stormwater on-site.
Further discussion revealed a clear divide over the prioritization of funding and facility development. Advocates for ice sports pushed for immediate action and investment, arguing that such facilities would generate substantial long-term benefits, particularly during offseason periods. Conversely, there was skepticism from those who prioritize traditional tourism and conference spaces.
Darren Schaefer from Visit Pensacola presented the organization’s interest in developing adequate conference space to enhance the county’s ability to host major meetings and events. He expressed concern that existing proposals for new facilities would not meet the county’s needs and criticized plans that would utilize TDT funds.
