Perry City Council Deliberates on Fire Station Grant and Hospital Improvements
- Meeting Overview:
In a recent Perry City Council meeting, the key highlights included discussions on a Community Development Block Grant (CDBG) application for a new fire station, updates from Doctor’s Memorial Hospital concerning community health, and decisions regarding engineering contracts. These topics reflect the council’s ongoing efforts to improve city infrastructure, healthcare services, and economic development.
The council’s focus on securing a CDBG grant to construct a new fire station was a significant agenda item. The proposed $6 million grant aims to fund an 11,000-square-foot facility, essential for enhancing emergency response capabilities. This discussion was part of the second public hearing, emphasizing the importance of the grant cycle’s waiver of certain rules, potentially increasing the number of applications. Public inquiries were invited, but the hearing concluded without questions.
In tandem with infrastructure developments, the council received a detailed report from Lacy Clark, CEO of Doctor’s Memorial Hospital. She highlighted the hospital’s resilience and growth despite challenges posed by storms and economic factors. Since her appointment in June 2023, Clark has overseen significant improvements, including the termination of a previous emergency room contract and hiring of in-house physicians, resulting in enhanced quality metrics. The hospital’s expansion of its swing bed program and introduction of specialized services, such as a trauma surgeon visiting monthly, were described as “huge wins” for the community.
Clark’s report also covered financial metrics, notably $2.42 million in uncompensated care and $765,000 in capital improvements. Future plans include facility upgrades, such as a $1.6 million new roof funded by a grant, and community health initiatives like a walking trail. Clark invited the community to a health expo on May 9th, aiming to promote wellness and gather fundraising support, with $2.8 million in grants already secured.
The meeting also touched on the issue of fair housing, introduced by Andy East, in relation to a CDBG application. East emphasized the Fair Housing Act’s role in protecting individuals from discrimination in housing transactions. This discussion addressed issues, including the housing rights of undocumented individuals and the legality of denying mortgage loans based on credit versus discriminatory factors.
Engineering contracts were another focal point, with presentations from firms aiming to assist Perry in navigating infrastructure challenges. The council ultimately decided to enter into contracts with three engineering firms, providing flexibility and specialization across different project types, such as roads, water, and sewer services.
In addition, the council considered a lease proposal for city property intended for business development. The short-term lease of approximately one acre aimed to accommodate a new business, with discussions highlighting the importance of flexibility and long-term economic benefits over immediate financial gain. A motion was made to approve the lease at a proposed rate of $500 per month for six months, although final approval hinged on further evaluation of the land’s rental value.
Other discussions included amendments to the Perry Municipal Police Officers Retirement Trust Fund, with changes focusing on contributions, benefit amounts, and eligibility. The ordinance’s first reading clarified that increased contributions would be borne by officers, not the city. The council also addressed updates to city purchasing regulations and considered a $21 million proposal for a new aquatic center, acknowledging the financial implications of such a project.
