The construction of the new facilities is scheduled to begin in the summer, with completion anticipated in the fall. The project includes the installation of an artificial turf field, and questions were raised regarding the size of the project, the lifespan and maintenance of the turf, and the associated costs, such as those for a turf groomer.
In addition to the foundation’s update, the Chief of Police reported on the implementation of the shot spotter system, which is now fully operational. The system is designed to detect and locate gunfire incidents, contributing to public safety in Phillipsburg. Furthermore, neighborhood patrols were announced to be commencing soon. The council also discussed parking solutions.
The public discussion segment of the meeting featured a resident named Joe who commended the monthly police report and voiced concerns about the turf field’s planning and potential wear from semi-professional soccer teams’ usage. He also inquired about expanding opportunities for youth and new sports organizations within the town.
Turning to legislative matters, the council considered three ordinances related to open space, park regulations, and truck restrictions. Another point of legislation involved an ordinance to exceed the municipal budget appropriation limits and to establish a cap bank, which is a measure that allows municipalities to bank unused budget cap space for future use. Discussion ensued regarding the tax increase reflected in the budget, with divergent views among council members. The reasons behind the tax increase and the decision-making process were debated, with concerns about the reorganization of municipal services and the influence of previous financial decisions on current budget constraints.
The council also addressed a bid for the restoration of the roof of the historical Roseberry House. One bid was rejected due to the bidder’s lack of certification, while the other exceeded the project’s budget. These bids were pertinent as the project is being managed by the Phillipsburg Historical Society and is funded by a grant.
Further discussions included the need to re-bid a project receiving a grant from Warren County due to nonqualified bidders and concerns about speeding on Iron Street. A notable motion was made to repeal an existing ordinance and freeze sewer rates for 2024, with intentions to examine alternative revenue options. Another motion put forth proposed a municipal hiring freeze for the remainder of the year.
During the public petitions segment, a resident inquired about the feasibility of changing Filmore Street to two-way traffic and improving signage and traffic flow at other local intersections. Another resident sought clarification on the allocation of “other expenses” in the budget, prompting a request for more detailed information.
An executive session concluded the meeting, focusing on contractual negotiations at two specific addresses, with the understanding that no action would be taken upon resumption of the open session.
