Site engineer Brad Bowler presented the amended site plan, which included bio-retention basins for stormwater management, and the team addressed compliance with the conditions from a review letter by Mr. O’Brien.
The discussion on the project’s layout was extensive. The developers highlighted the inclusion of two driveways for access, ADA-compliant pedestrian entries, and the absence of sidewalks along the parking areas, which was compensated by added landscaping. They also covered the fire loop road around the building, parking lot plans, the number of spaces, and the requested variances for construction timing and loading space dimensions.
Utilities were also a topic of deep interest, as the proposal includes underground services and a larger water main, alongside lighting plans that ensure no light spillage across the property.
Addressing the impact on local infrastructure, the developers clarified their position on the Howard Street Extension and the rail company’s responsibilities. They also considered the fire chief’s concerns and referenced the flood hazard permit and site layout amendments. Traffic was another issue, with John Witner’s testimony on the traffic impact study, which analyzed peak hour trips and the potential reduction in truck traffic due to the introduction of a rail spur, although the exact impact on Union Square traffic was not fully determined.
The potential bridge replacement by the county sparked concerns due to the lack of a definitive timeline, prompting the board to request the developer to collaborate with the town on future detour routes. Architect John Manino presented the building’s architectural changes, focusing on aesthetics, energy efficiency, and fire department connections. Planner John Tena discussed the benefits of the proposed variances and waivers, including the value of rail service and the ample parking supply.
Public comments reflected unease among residents regarding the development’s impact on traffic, property values, and the environment. Questions were raised about the accuracy of truck traffic estimates and the safety implications of freight trains. The transparency of the process was challenged, and a request for alternative proposals was voiced.
Job creation was a positive aspect of the project, with predictions of 250 to 275 new jobs. Board member Robert Bengivenga stated, “I think the best social program in the world is a job,” highlighting the town’s industrial heritage and the need for employment opportunities. Rob Colletti, a local business owner, supported the project but opposed the Howard Street Extension, worrying about the repercussions for his property.
The board clarified that public officials can contribute to the discussion as private citizens, dispelling concerns about Sunshine Law violations. The meeting concluded with votes on design waivers, variances, and a motion directing Van Cleef Engineering to review the 540 Marshall Street Redevelopment plan.
