Representatives from Ryan Companies, a Minnesota-based developer, presented the project details to the council. They outlined two potential development scenarios: one focusing on light industrial and technology-centered uses, and another prioritizing technology center space. Both scenarios aim to evaluate long-term phased development, with considerations for up to 3 million square feet of development space. The meeting also introduced the Alternative Urban Areawide Review (AUAR) process, which will assess environmental impacts and accommodate public engagement over time, with updates every five years.

The environmental consultant from Stant provided an overview of the state environmental review process, explaining the significance of the scoping document. It will guide the forthcoming draft AUAR, which includes assessments of greenhouse gas emissions, traffic impacts, and other environmental factors. The 30-day public comment period following the scoping document’s publication will allow residents and agencies to voice concerns and suggest additional analyses.

Additionally, the council announced plans for an open house on April 9th to facilitate further community engagement on the project. This meeting will provide an opportunity for area residents to learn more about Project Skyway and discuss their concerns with the development team. The City will also make related documents available online for public review.
