Piscataway Township Council Denies Garage Conversion, Approves New Home Proposals Amid Community Concerns

However, the board emphasized the importance of adhering to zoning regulations to prevent setting a precedent for unauthorized modifications.
In contrast, the council approved a renovation application from Daniel Chin for an existing detached garage on West 7th Street. Chin, represented by attorney Kevin Morris, sought to restore the garage’s functionality by removing an obstructive column and installing a structural beam. The proposal also included retaining an existing bathroom from its time as a pool cabana. Morris argued that the renovation did not exacerbate any zoning violations and was aligned with municipal goals of supporting off-street parking. The council unanimously approved the application, recognizing the historical context and hardship faced by the applicant.
Another notable topic was the approval of Sigma Construction’s application to build a new home on Charles Terrace. The property required variances due to existing conditions, including lot area, width, and frontage. Architect William Colum presented design adjustments, such as a reduced home footprint and revised setbacks, to align with zoning standards. Despite concerns from residents about the proximity of new constructions and potential noise and water runoff issues, the council added a condition holding the applicant accountable for any runoff affecting neighboring properties. The application was approved with this stipulation.
Similarly, VFV Properties LLC received approval to demolish and rebuild a new house, despite the existing lot not meeting width requirements. The council accepted the argument that the variances were due to unchangeable conditions, as the property was flanked by subdivisions.
The meeting also addressed an application from Serinda and Lupinda Jasal for a certificate of nonconformity for their property on Rock Avenue, which included two separate single-family dwellings. Their representative presented documentation, including surveys and certificates of occupancy, to support the request. Board experts raised concerns about the limitations on expanding or removing the dwellings, which the applicants acknowledged. During public comments, a resident expressed concerns about the use of one dwelling, citing noise and disturbances. The board clarified that such issues should be directed to code enforcement, as they were not relevant to the zoning application. The council unanimously approved the application, pending memorialization at the next meeting.
