- Meeting Overview:
The Piscataway Township Council convened on November 26, 2024, to discuss and adopt a series of ordinances focused on infrastructure and property management, including a $16.2 million bond ordinance for various capital improvements. Despite the importance of these legislative actions, the meeting was marked by minimal public participation.
The council’s approval of a $16.2 million bond ordinance was the standout event of the meeting. This ordinance, crucial for funding a range of capital improvements, passed with unanimous support from the council. The bond aims to facilitate numerous infrastructure projects. However, the public comment periods designated for this ordinance and others saw no engagement from either remote or in-person attendees, highlighting a notable lack of community participation in decisions affecting their local environment.
In addition to the bond ordinance, the council introduced several other ordinances aimed at improving public infrastructure. These included plans for constructing local improvement sidewalks on Old New Brunswick Road, 11th Street, and Centennial Avenue. Each of these projects was introduced for first reading, with public hearings scheduled for December 10, 2024. The ordinances emphasize the township’s focus on improving public walkability and accessibility, addressing a key aspect of urban infrastructure.
The council’s agenda also covered ordinances for the acquisition and sale of several properties. One such ordinance involved the acquisition of property identified as block 11319, lot 9.01, intended for public use. Conversely, another ordinance authorized the sale of township-owned land, specifically block 11302 with multiple lots. These property transactions are part of the township’s broader strategy to manage and develop municipal lands effectively.
Financial planning was another critical aspect of the meeting. The council introduced an ordinance appropriating $1,735,000 for various equipment purchases, with funding sourced from the general and capital improvement funds. A larger appropriation of $2,100,000 was also introduced for street and road improvement projects.
During the meeting, the council considered amendments to the municipal code, specifically targeting sewers and wastewater management. These amendments are designed to update regulations and ensure the township’s compliance with best practices.
The meeting included a public comment session where a resident expressed safety concerns following a truck accident on Stelton Road. The individual criticized the council for perceived inaction on public safety, despite their efforts to mark the hazardous location. This incident underscored ongoing safety issues within the community, a topic that may require further council attention.
Another speaker, identified as Charlie Caville, editor of New Brunswick Today, raised questions about a $750,000 settlement related to a lawsuit against the township. The township attorney clarified that the settlement was covered by the Central Jersey Joint Insurance Fund, alleviating concerns about financial burdens on township funds. Caville also inquired about the status of additional lawsuits against the former police chief and measures to address discrimination and misconduct allegations within the police department. The council could not comment on ongoing litigation but confirmed the upcoming retirement of the business administrator, Timothy Daisy.
This included motions, seconds, and roll call votes, all of which received unanimous approval.
The meeting concluded with council members extending Thanksgiving wishes and encouraging community participation in upcoming holiday events, such as the annual tree lighting ceremony and a call-in session with Santa. The council’s efforts to foster community spirit through these activities contrasted with the limited public engagement during the meeting, highlighting a potential area for improvement in encouraging resident involvement in local governance.
