Cohen also acknowledged the lot’s existing non-conformity, necessitating several variances. The board’s discussion highlighted the existing shed’s removal to alleviate building coverage concerns, though members expressed apprehensions about the proposed structure’s size and height relative to neighborhood characteristics.
Brian Cidell, a professional planner, supported the application, noting the intention to reduce impervious surfaces by removing an above-ground pool and gravel areas in the backyard. He stated that the variances requested were necessary due to existing conditions, and the slight increase in building coverage would be balanced by improvements in impervious surface areas.
Community feedback played a role in the board’s deliberation. John Watkins, a neighbor, expressed concerns about the project’s impact on neighborhood aesthetics and the proximity of the new construction to property lines. He remarked that the proposed two-car garage was inconsistent with the single-car garages prevalent in the area, and he described the new house as a “big mansion” that would starkly contrast with the neighborhood’s older homes. Watkins’ concerns echoed the board’s apprehensions about the project’s alignment with community standards.
Following public comments, technical difficulties prevented another participant, Sam Pangborn, from voicing their opinion. The board, recognizing the importance of community input and the need for further revisions, decided to postpone the discussion to February 12, 2026. This delay was intended to allow the applicant sufficient time to adjust the plans and address the board’s and community’s concerns comprehensively.
In contrast, the board swiftly approved a variance application for France Canton regarding an existing fence encroachment on an easement. The fence issue arose after a neighbor’s construction revealed the encroachment. Canton agreed to sign a memorandum of restriction to remove and replace the fence if necessary, and with no public opposition, the board unanimously approved the variance.
Another application addressed was for a property on Washington Avenue, represented by Ed Nent. This request focused on retaining existing conditions rather than new construction. The board reviewed a staff report detailing compliance measures needed, such as removing encroaching pillars and adjusting a non-compliant fence. Following public input and board discussion, the application was approved contingent on compliance with the staff report’s conditions.
