Pompton Lakes Zoning Board Faces Community Backlash Over Mixed-Use Development Proposal
- Meeting Overview:
The Pompton Lakes Zoning Board meeting was marked by discussions and strong opposition from local residents regarding a proposed mixed-use development on Hamburg Turnpike. The proposal, submitted by Sarah Realy LLC, aims to construct a building with eight residential units and ground-level commercial spaces. However, the project has drawn criticism due to the number of variances requested and concerns over parking, privacy, and its impact on the neighborhood’s character.
A significant portion of the debate centered on the project’s compliance with local zoning ordinances and the potential ramifications for the community. The applicant sought multiple variances, including adjustments to parking regulations and signage dimensions. The proposal includes 38 parking spaces, a reduction from the required 45, achieved by decreasing the number of residential units. The elimination of front parking spaces, as mandated by the county, led to a redesign of the parking layout. Despite these efforts, residents voiced concerns about the adequacy of parking given the existing issues with overcrowded streets and the influx of vehicles during business hours.
The community’s apprehension was further fueled by fears of privacy invasion, primarily due to balconies overlooking neighboring properties. Residents expressed concerns about noise and visual intrusion, emphasizing the need for taller fences or alternative visual barriers. The project’s planner argued that these features are standard in urban settings, designed to enhance views without compromising privacy. However, this did little to assuage the worries of those living nearby, who emphasized the historical and residential nature of the area.
Safety issues were also a focal point of the meeting, particularly regarding emergency access and fire safety measures. This sparked discussion about the necessity of comprehensive safety features, with some board members advocating for full compliance to ensure resident safety.
The proposal also involves changes to the site’s landscape and infrastructure. The architect presented plans that included increased green space and landscaping enhancements, addressing aesthetic concerns while complying with county regulations. Discussions about drainage and stormwater management highlighted the technical complexities associated with the development, with assurances given that these aspects met all necessary requirements.
Public comments revealed deep-seated opposition to the project, with residents expressing fears about its impact on community health and safety. Concerns about construction-related disruptions, such as dust and noise, were compounded by worries about increased rodent activity. One resident, who has lived in the area for over 14 years, underscored the emotional connection to their home and potential health risks posed by the development.
The board’s deliberations included a examination of the project’s alignment with the borough’s master plan and land use goals. Paul Ricci, a licensed planner, argued that the development would revitalize a site currently suffering from deferred maintenance, bringing much-needed housing and economic opportunities to the area. He emphasized the project’s adherence to municipal objectives, particularly in addressing the state’s housing affordability crisis.
A motion to approve the application, inclusive of discussed conditions, resulted in a split decision, with five members in favor and four against. The decision highlights ongoing tensions between development interests and community preservation, as residents and officials strive to balance growth with maintaining Pompton Lakes’ unique character.
