Port Orange Council Faces Controversy Over Stormwater Management in Development Plans
- Meeting Overview:
The Port Orange City Council meeting recently addressed pressing community issues, with attention on the stormwater management challenges linked to a proposed development project. Despite a one-year moratorium on development, the council approved amendments to land use designations, sparking debate over environmental impacts and adherence to established guidelines. Community members voiced concerns about the potential for increased flooding and environmental degradation, with a narrow council vote reflecting a divided stance on the development’s future.
The key issue discussed was the council’s decision to move forward with a plan amendment for a 56.53-acre property, changing its future land use designation. The land, initially marked as Volusia County agricultural resource and urban low intensity, was reclassified to a rural transition allowing up to two units per acre. However, the council limited the density to one unit per acre, responding to concerns about maintaining the area’s rural character and mitigating environmental risks.
Public comments highlighted the contentious nature of this development. Jan Albert, a local appraiser and hydrologist, raised alarms over the hydrological fragility of the site, emphasizing the need for robust stormwater management practices to prevent flooding. Albert insisted that without enhancements such as stem wall construction and rain gardens, the development could exacerbate flooding risks, particularly during significant rainfall events. Gary Singleton, another concerned resident, criticized the council for potentially bypassing the one-year moratorium, arguing that superficial changes to development rules could undermine environmental protections.
One member acknowledged the concessions made by the developer but empathized with residents’ flooding concerns, recalling personal experiences with neighborhood flooding.
Residents continued to express strong opposition, with one asserting that recent city developments, including the construction of large reclaimed water ponds, had contributed to increased flooding in their neighborhood. This resident, supported by data and drone footage, argued that city actions were directly impacting their property during storms, calling for a thorough investigation into the environmental impacts of ongoing and future developments.
In addition to development concerns, the council considered other topics, including the renewal of a contract with Flock Safety for automated license plate readers. During public participation, Angela Leduc voiced opposition to the contract, citing privacy violations and calling for an audit of the surveillance technology. Leduc’s comments underscored ongoing community debates about privacy and the extent of surveillance measures in public spaces.
Further discussions covered infrastructure projects, with updates on a county repaving project west of I-95 that included Taylor Road and parts of Williamson Boulevard. The council praised the city’s efforts in addressing public infrastructure needs, noting that nighttime construction had led to some community confusion. Additionally, the City Manager provided updates on stormwater management initiatives, including plans to demolish properties for stormwater projects and the anticipation of bids for the Cambridge project.
The meeting also featured recognition of National EMS and Law Enforcement Appreciation Weeks, with council members expressing gratitude for public safety professionals. Light-hearted comments about the differing lengths of appreciation periods for law enforcement and firefighters added a moment of levity to the proceedings.
Among other council actions, members approved the appointment of new members to the Golf Advisory Board, selected during an adjusted agenda to accommodate scheduling conflicts with a neighborhood HOA meeting.
