Port Richey City Council Approves Dredging Contract Amid Budget Concerns
- Meeting Overview:
The Port Richey City Council convened for a special meeting on August 20, 2025, where they unanimously approved a contract with Stantech for preliminary surveys and studies related to upcoming waterway dredging activities. The council also addressed financial concerns surrounding the dredging budget and proposed reallocations to ensure adequate funding.
The central focus of the meeting was the approval of Stantech’s proposal for conducting waterway dredging and data collection feasibility analysis services. City Manager Andrew Butterfield presented the proposal, emphasizing its alignment with the council’s previous comments and the importance of meeting a September deadline to initiate surveys crucial for the dredging activities. The proposed contract, valued at $400,779.20, includes provisions for the city manager and city attorney to negotiate and revise the terms as needed.
During the discussions, council members raised concerns over potential duplications in the maps provided by Stantech, particularly in the area around Brasher Park. The Mayor and council members engaged in a detailed examination of the maps, referencing specific pages to clarify and address any overlapping sections. By ensuring no duplications, the city aims to avoid incurring additional costs due to mapping errors.
Attention also shifted to a specific section of the proposal involving changes around Dedra Circle, which could yield future benefits for residents in that vicinity. The council recognized the importance of incorporating this section into the study to facilitate potential developments. Ultimately, the council agreed to move forward with the contract, emphasizing the need for flexibility in negotiations to potentially reduce costs if necessary.
The meeting also delved into financial planning for the dredging project. It was disclosed that $200,000 is allocated for dredging this year, with an additional $135,000 in next year’s budget, totaling approximately $410,000. However, a shortfall of around $60,000 was identified, necessitating further funding sources. To address this, the council discussed reallocating $75,000 from the Nick Park budget to the dredging fund, bringing the total funds available to $275,000.
Council members expressed concerns about the dredging timeline, acknowledging that permitting processes, particularly with the Army Corps of Engineers, could delay the project. Permitting could potentially take two to three years, extending the timeline beyond the current fiscal year. The council emphasized the need to complete surveys before the end of September to prevent further delays.
In response to the budget shortfall, the council considered encumbering the $200,000 for this fiscal year and discussed reallocating additional funds from unspent equipment budget items. This strategy aims to bolster the dredging financials while ensuring that Nick Park is not neglected in broader financial planning. The council agreed that moving forward with the proposed reallocations was necessary to secure financial coverage for the dredging initiative.
The legal counsel confirmed the legality of the proposed financial moves, and the council voiced their agreement with the overall strategy. The meeting concluded with a motion to adjourn, which was seconded and unanimously approved.
Beyond the dredging discussions, the meeting also touched on training opportunities for council members, specifically two emergency management courses, EMO1 and EMO2. EMO1 is scheduled to take place in Tampa, offering convenience by saving on overnight expenses. Meanwhile, EMO2 will be held in Orlando, which has historically not offered the course in Tampa, thus requiring travel for local participants.
Vice Mayor Chris Mayer expressed optimism about the upcoming maintenance and improvements within the city, and the Mayor shared his appreciation for the potential benefits of the dredging project. The Mayor also briefly mentioned his participation in the Florida League of Cities annual conference, where he received a gold certificate of excellence for the second consecutive year.
