- Meeting Overview:
In an effort to refine and standardize the city’s approach to coastal infrastructure, the Port Richey Planning and Zoning Board addressed significant proposed changes to the ordinance regulating seawalls. The meeting also marked the appointment of Mr. Michael FZ as an alternate member to the board, contingent upon city council approval.
The proposed seawall ordinance changes were at the forefront of discussions, as the board grappled with establishing objective standards for the construction and maintenance of seawalls. The goal of the amendments is to provide clear, understandable criteria for both the building official and citizens. During the meeting, a member requested additional information on the potential for allowing boat canopies or temporary structures over boat lifts, although the topic remains open for future discussion and public input.
It became apparent that there was a gap in expertise among board members regarding seawall construction and inspection. This gap highlighted the importance of consulting with professionals who possess the requisite knowledge to ensure that the ordinance changes are both practical and beneficial for the community. The board did not reach a final decision on amendments related to the accommodation of boat canopies or temporary structures over boat lifts, with further discussions on the matter anticipated.
In addition, the meeting addressed a proposed ordinance concerning boat houses and boat slips. Members engaged in a debate over the language of the ordinance, focusing on the definition of tidal flood barriers and whether to include riprap in the ordinance. There was a lack of clarity and some concern regarding the requirements for seawalls, notably the 5-foot depth requirement for tidal flood barriers. The board decided to defer the discussion to the next meeting to seek insights from a building official and a seawall expert.
The appointment of Mr. Michael FZ as an alternate member to the board was another key point of the meeting. Mr. FZ brings valuable experience to the table, with a background in construction and a history of collaboration with municipalities on flood mitigation and changing codes. He has been involved in elevation projects within Port Richey and has worked with Pasco County Emergency Management on grant programs. Concerns about possible conflicts of interest due to Mr. FZ’s connections to construction companies were raised, leading to a board member recusing themselves from the vote on his appointment. The board voted to recommend Mr. FZ to the city council, which will make the final decision on his appointment.
