- Meeting Overview:
The Princeton Planning Board, during its recent meeting, made strides by advancing a comprehensive stormwater management mitigation plan and approving a historic home relocation project aimed at flood prevention. The stormwater plan, intended for adoption as an appendix to the master plan, faced detailed scrutiny and public input, emphasizing rigorous compliance with environmental standards. Concurrently, the board approved a minor subdivision and variances for a historic home on Stockton Street, allowing its relocation to mitigate flood risks.
The board’s discussion on the stormwater management plan was detailed and complex. It also specifies that mitigation should ideally take place within the drainage area of the project, preferably upstream, to prevent further environmental degradation. Sensitive receptors, such as habitats and drinking water supplies, are defined within the plan to guide applicants in proposing appropriate mitigation projects.
A significant portion of the meeting was dedicated to clarifying the scope and application of the stormwater plan. Questions arose regarding developers’ ability to manage stormwater on neighboring properties and the potential for a credit system, where developers could reimburse the municipality for completed projects. The board underscored that any off-site mitigation must occur within the municipality to ensure local relevance and effectiveness.
Public comments reinforced the importance of adhering to stormwater regulations. A participant emphasized that the mitigation plan should not become a loophole for larger projects unable to meet requirements, advocating for downsizing developments when necessary. Another stakeholder praised Princeton’s plan as one of the best in New Jersey, urging that it be used to achieve better stormwater management outcomes.
In parallel, the board addressed an application for the relocation of a historic home on Stockton Street, owned by Steven Wasco. This project arose from repeated flooding incidents, particularly during hurricanes such as Ida. The application sought to move the historic home out of the floodplain while adjusting lot lines to facilitate this relocation. The Historic Preservation Commission had previously endorsed the project, acknowledging the community benefits and the need to protect the historic structure from future flooding.
The board discussed variances required for the subdivision, including those related to front yard setbacks and height-to-setback ratios, necessitated by right-of-way dedications. The planning director highlighted the project’s community benefits, emphasizing the need for a streamlined approval process. The applicant’s efforts to collaborate with the Historic Preservation Commission were noted, with proposed changes aligning with the district’s character.
The meeting also covered various municipal capital projects, with a focus on pedestrian safety and connectivity improvements. Noteworthy projects included the Cherry Hill Side Path extension and the completion of the sidewalk system on Turun Road. The board discussed the integration of bicycle infrastructure following recent roadwork and ongoing enhancements to corridors such as Hamilton Wiggins Paul Robeson. Additionally, stormwater and resiliency projects are in the design phase, addressing issues such as culvert replacements and flood protection gate installations.
