- Meeting Overview:
During a recent Princeton Planning Board meeting, the board approved a conversion of an office space into residential housing on North Harrison Street, while also addressing the master plan appendix on storm water management.
The main focus of the meeting was the approval of RB Homes LLC’s application to convert the second floor of a former Merrill Lynch office into four market-rate apartments. The project, which is situated in a designated historic district, aims to revitalize a vacant building and align with Princeton’s land use goals of increased residential density. Representatives for the applicant, including Daniel Barski and Susan Favate, presented a plan detailing the conversion into three two-bedroom apartments and one studio apartment.
The board examined various aspects of the proposal, including the need for several variances due to the building’s existing non-conformities. These variances pertained to the open space requirement, which was slightly below the stipulated square footage, and the rear yard setback, which did not meet the necessary dimensions following the conversion. Despite these deviations, the board noted the project’s alignment with the 2023 master plan, which encourages residential density in areas with access to amenities and public transportation.
The board also deliberated on the project’s impact on traffic and parking. The plan included maintaining 16 parking spaces, with considerations for open space and accessibility. Discussions also highlighted the project’s proximity to local parks and commercial areas.
The topic of affordable housing was broached, with the board discussing the implications of the current proposal not triggering the set-aside requirements. Legal counsel advised that future residential conversions could necessitate compliance with affordable housing mandates.
Parallel to the housing conversion discussions, the board reviewed the master plan appendix concerning storm water management. This hearing was a follow-up due to a previous oversight in notifying the County planning board. The storm water management mitigation plan, presented by a representative from the planning office, emphasized guiding applicants in choosing mitigation projects and ensuring compliance with state regulations.
Board members engaged in a dialogue about the clarity and comprehensiveness of the document. The plan stipulates that applicants must demonstrate all reasonable efforts to comply with storm water ordinances before seeking waivers. The board acknowledged the contributions of the Princeton Flood and Stormwater Commission and welcomed public comments, including input from Susan Bristol of The Watershed Institute, who praised the collaborative efforts to enhance the storm water management elements.
The meeting also involved routine organizational tasks, such as the swearing-in of members and the reappointment of legal counsel. The board addressed resolutions related to development applications, including those from the Institute for Advanced Study and Princeton University, which were approved without dissent.
