- Meeting Overview:
In a recent meeting conducted via Zoom, the Princeton Zoning Board of Adjustment approved multiple variance requests, including modifications to a historic home on Library Place and the addition of a parking space on South Harrison Street. The meeting addressed safety concerns and compliance with zoning ordinances.
The board’s discussions began with the proposed modifications to a historic property on Library Place, owned by Brett and Jean Schaefer. The couple’s application sought a floor area variance to add 63 square feet to the first floor and 54 square feet to the second floor. Despite the small scale of these changes, a D variance was required due to the property’s existing nonconformities. The modifications aimed to enhance the functionality of the home while maintaining its historic character. The architect, Glenn Freeze, emphasized the minimal visual impact of the changes, which included enlarging the dormers to improve usability without disrupting the home’s aesthetic. The proposed alterations would not be visible from the street, backed by support from neighbors and a resident from 73 Library Place, who described the changes as “di minimus.”
The board members expressed agreement with the proposal, noting that the modifications were thoughtfully planned and would not adversely affect the neighborhood’s character. Following a brief deliberation, the board unanimously approved the application, citing the positive reception from the community and the careful consideration of historical preservation.
In a separate agenda item, the board reviewed an application from Mr. Woo, a resident of 195 South Harrison Street, requesting a variance to construct a parking space in his front yard. Mr. Woo highlighted the necessity of this addition due to personal circumstances, including his wife’s recent hip surgery and the lack of off-street parking. The property, described as landlocked and non-compliant with several zoning requirements, currently posed significant challenges for parking. Mr. Woo presented evidence of the hazards associated with street parking, including incidents of hit-and-runs, and stressed the importance of improving safety for his family and neighbors.
The proposed parking space, measuring 9 feet by 30 feet, would accommodate two midsize cars and reduce the need for on-street parking. Mr. Woo assured the board that the design would have minimal visual impact and emphasized that no stormwater management would be necessary due to the project’s small size. A neighbor from 199 South Harrison agreed to remove obstructive shrubs to enhance visibility when backing out of the space, addressing safety concerns raised by board members.
The board engaged in a thorough discussion about the implications of the parking proposal, with some members expressing concern about backing into traffic. The need for a road opening permit and additional site evaluation by a land use engineer was confirmed, and Mr. Woo was amenable to a site visit by the zoning officer to ensure safety compliance. After addressing these concerns, the board moved to approve the application with the condition that landscaping adjustments be made to improve visibility.
