Joe Mesnik, president of PLSEA, pointed out that the district’s funding ranks among the lowest in the area, calling for a levy to address the revenue shortfall. He stressed the systemic issue of underfunding and shared a teacher’s experience of struggling to manage overwhelming class sizes. The educators collectively urged the board to transition from a primary focus on fiscal responsibility to a commitment to educational leadership, advocating for a budget that prioritizes classroom experiences.
In response to these budgetary challenges, the board discussed potential adjustments to the operating levy, which currently stands at $623.97 per pupil unit. The board explored options for increasing the levy, with projections indicating that even modest increases could generate significant additional revenue.
Another topic was the board’s debate over access to legal counsel, specifically the protocols for contacting the district’s legal advisors. A motion was made to approve a revised list of legal counsel, reducing the number from five to three. The discussion centered on language that restricted legal counsel contact to only the superintendent, the executive director of administrative services, or their designees. Concerns were raised that the board, as a majority, should also have the authority to seek legal counsel, particularly in cases requiring collective action.
The superintendent shared that traditionally, the board works through them for legal counsel, but members could also reach out to the Minnesota School Boards Association (MSBA) for guidance. The board also celebrated the district’s second consecutive receipt of the ASBO International Meritorious Budget Award, recognizing the transparency and community engagement facilitated by the budget book. The meeting further honored Principal Katie Sherman’s contributions to the district.
As the meeting concluded, the board approved routine items, including committee assignments and the acceptance of gifts. The board also discussed potential changes to the legislative platform, particularly concerning post-secondary enrollment options.
