Traffic expert Scott Kennel presented a revised traffic report, estimating that the facility would generate approximately 45 vehicles during morning peak hours and up to 90 on Saturdays. Despite these figures, concerns persisted about vehicle turnaround for delivery and emergency vehicles. The site was designed to accommodate box and panel trucks, with deliveries scheduled during off-peak hours to minimize disruption, yet the board remained apprehensive about potential congestion.
Parking was also a concern for local residents, with many fearing spillover onto narrow Carney Road. One resident, Dino Grimmaldi, highlighted the financial burden of parking permits. The board discussed the feasibility of restricting parking as a condition of approval, but no definitive solution was reached.
Another issue discussed was the drainage impact of the proposed development. Residents, including Barbara Murphy and Jonathan McCarski, voiced strong concerns about exacerbating existing flooding problems on Carney Road. They presented evidence of historical drainage issues, noting that paving and construction might worsen the situation. The applicant proposed a stormwater management system involving an infiltration basin to manage runoff, though skepticism remained regarding its effectiveness.
Environmental safety concerns were raised about potential chemical spills from the car wash, with assurances given that most cleaning would occur inside the facility to contain any chemicals. The proposed design includes containment systems and epoxy-lined areas to prevent seepage, with assurances that the facility would comply with state and federal regulations.
The board also deliberated on the operational aspects of the business, including staffing and service offerings. The facility plans to employ between nine and thirteen individuals, with operations focusing on oil changes, fluid changes, and basic detailing services, intentionally avoiding extensive repairs that would require ordering parts or keeping vehicles overnight. The operational hours were proposed to be from 8 AM to 8 PM, seven days a week.
