In addition to the rezoning debate, the meeting covered a range of topics, from recognition of community contributions to infrastructure projects. James Wise was honored as the employee of the month for his dedication in public works, with a commissioner recounting an incident where Wise voluntarily cleaned up trash along a county road. The council proclaimed May 15th as Prader-Willi Syndrome Awareness Day, with Trisha and David Blunt sharing their personal experiences, and May 20 to 26 as National Safe Boating Week, with Kathy Fisk from the Coast Guard auxiliary underscoring the importance of boating safety and the efforts of the US Coast Guard to promote responsible practices.
The council further acknowledged the vital role of registered nurses by designating May 6th through the 12th as Nurses Week, particularly highlighting their contributions during the pandemic. Commendations continued with the Veterans of Foreign Wars post 3349 honoring Lieutenant Luke Kiry and Detective Chris Batchelder as the firefighter and sheriff of the year, respectively. They also announced plans for a Memorial Day parade and ceremony.
The People One Health Center was a focal point, with the council discussing the execution of a lease for a new location and the appointment of Dr. Conran and Dr. Kevin Funk as primary healthcare providers for County employees. The center’s efforts to hire additional staff to provide comprehensive healthcare services and the positive impact on the County’s health plan were emphasized, with 330 members pre-enrolled, yielding cost savings.
Regarding public health, a new healthcare program for County employees was debated, with assurances that it would act as a primary care provider with advanced services, not merely an alternative. The council also decided on the Administration Duns Creek boat ramp project, opting for a two-lane ramp with Commissioner Turner pledging $80,000 from discretionary funds towards its engineering. The consensus was to take a phased approach, with an initial soft launch for kayaks.
Further discussions included the Administration manifold repair at the Putnam County RO plant, which was awarded at $62,400, and a code enforcement case resolution that saw the council reduce a fine for a property owner who had resolved violations. The council also approved an enforcement cost action for a property owner who had failed to obtain a permit for a mobile home and discussed the addition of paramedicine positions to the EMS, funded by the opioid abatement settlement.
The council addressed two MSBU projects that were rejected after not receiving votes from residents and approved a request from the Putnam Land Conservancy to construct a walking trail on County-owned property. Additionally, the procurement bid 248 was approved to hire a contractor using better place fund reserves, with some opposition over funding sources.
The council also debated the condition of the Rody Road culvert, which could become hazardous during heavy rainfall, especially for larger vehicles. They agreed to temporarily close the culvert until a final decision on its status could be made. Funding shortfalls for CI services to St John Avenue Palm Avenue to CSX led to discussions on whether to reduce the project scope or seek additional city funding.
