A board member asked for clarification on the locational requirements, to which Graves elaborated that intensive commercial developments must be situated near collector roads, a criterion not met by the site in question. Jason Brown, associated with the property, detailed his vision for a towing and recovery facility, emphasizing its potential as a family-run business and not a junkyard. Brown highlighted the unique traffic patterns and noted existing industrial activities nearby as a rationale for the commercial zoning request. He argued that his business could help eliminate the eyesore of dumping prevalent at the site. Despite Brown’s assurances and the potential for economic development, the commission members remained cautious about approving a zoning change that could lead to spot zoning, referencing past case denials.
During the public comment session, residents voiced concerns over increased traffic, noise, and potential tax implications. Matthew Gillard raised issues about traffic from the proposed developments, particularly affecting older residents, while Cynthia Callaway and Edward Wright inquired about potential tax increases and accessibility changes. The commission reassured residents that commercial access from residential streets would likely be discouraged, and tax increases typically do not occur unless residents make improvements to their properties.
In another significant agenda item, the commission reviewed a request to amend the zoning map from industrial light to public use light for a park development on land donated by the Hedstrom and Beenball families. The Deputy County Administrator, Julian Young, highlighted that this property was free of wetlands and located outside any special hazard flood areas. The county plans to develop additional play features, including a pickleball court, and seeks permission to install shade structures. The board supported the zoning amendment, appreciating the shift from industrial to public use within a residential neighborhood.
The board also considered a zoning amendment request by Kurl’s Properties LLC. The amendment was justified by its alignment with the county’s comprehensive plan, although traffic concerns were noted, particularly regarding access from Highway 17 and Walton Road.
