- Meeting Overview:
The Putnam County Zoning Board recently approved several special use permits, including those for a private school in an agricultural zoning district, a commercial driving school to conduct CDL testing, and the creation of a 72-acre artificial pond.
The most discussion focused on the special use permit application by Victor Bruce Campbell for a private school on the Paren Baptist Church Trustees’ property within an agricultural zoning district. Campbell presented the school’s intention to commence with six students, with the possibility of growth based on interest from other parents associated with the church. Despite concerns raised about the access road’s condition, prone to flooding and other issues, the board approved the permit with stipulations. These included the requirement that any future development would need approval from the Development Review Committee.
In conjunction with the private school’s permit, the board also addressed the application from Preston Sloan Jr., who sought to establish a CDL testing location in a residential 2 zoning district. The proposed site would be part of a facility leased to various tenants. The discussion touched on the necessity of a fence around the testing area, which Sloan Jr. argued might impede tenants’ truck maneuverability. Clarity was provided that the testing facility would be associated exclusively with a truck driving school rather than being a testing site for individual truck owners. The board approved this permit with conditions, including the mandatory fence installation, restricted hours of operation, and designated access from a particular road.
Another case that garnered the board’s approval was the application from Floridian Holdings LLC to build a 72-acre artificial pond in an agricultural zoning district. The pond was described as a private, non-commercial project aimed at enhancing the habitat of the property. The staff’s recommendation for approval, citing the satisfaction of the necessary criteria for the special use permit, was taken into account by the board. The permit was approved with conditions as recommended by the staff and an additional requirement that the chairman authorize and sign the final document.
Adding to the approvals was the unanimous decision to grant a special use permit to Peggy Wallace, who requested to temporarily house her injured horse for rehabilitation on her property in a residential 1A zoning district. The permit was subject to several conditions, such as the provision of a fenced enclosure for the horse and a strict 18-month expiration of the permit.
